About the Programme
Trocaire Kenya in conjunction with Diocese of Lodwar is implementing a project ‘Promoting Ecosystem-based Adaptation Approaches to Climate Change and Governance in Turkana County.’ The core objective of this project is to address the problem of food and livelihoods insecurity as experienced by poor pastoralist communities in Turkana, and by women and children in particular, through improving Climate Change Governance in Turkana County ensuring it is inclusive, participatory and pro-poor. The project will identify key areas for engagement at all levels to support the Turkana County Government (TCG) to meet its commitments to climate change in the CIDPII and to contextualise the NCCAP into County policy and implementation of same. The project will support a multi-stakeholder and participatory approach, including at a grassroots community level, to influence policy makers adopt pro-poor Climate Change (CC)/Climate Sensitive(CS) policies and will strengthen the technical capacity of county authorities to carry out the functions associated with effective planning, monitoring and financing. Over the past decade Trócaire has prioritised integrating climate change response into organisational and Kenya country planning and programming which has involved a strong and persistent focus on research, policy development, advocacy and campaigning. Robust research has informed advocacy work at micro, meso and macro levels, with action focused on mutually reinforcing strategies. The project targets
At least 11,590 community members (at least 50% women and 25% youth) will benefit from information sharing on CC, their rights to access and own resources; participatory policy-making and budgeting processes and the adoption of CCA.
At least 60 government officials at county, sub-county and ward level will increase their technical capacity to develop, implement and monitor climate change policy in line with national policy
At least 60 representatives from CSOs, the private sector and other key stakeholders identified during the inception period will benefit from networking events to promote collective action at the sub-county and county level
Objective of the Consultancy
The overall objective of the study is to conduct a political economy analysis (PEA) related to Climate Change Issues in Turkana County. The objective of the PEA is to identify key issues in the implementation context including legal framework and status of implementation, map key actors and stakeholders and their ability to influence decision making in the security sector and entry points for successful implementation of the project. The PEA will target among others, civil society, residents, national and county security actors, local governance structures and oversight bodies.
