    Senior Assessment, Monitoring, and Evaluation Advisor

    anagora Group, a woman-owned small business specializing in monitoring, evaluation, and learning, global health, and international development, seeks an experienced Senior Assessment, Monitoring, and Evaluation Advisor for an anticipated IDIQ to provide program support services for USAID/East Africa. The Senior Assessment, Monitoring and Evaluation Advisor will design and oversee evaluations, analyses, designs and assessments, and the full review, revision and maintenance of Mission and IP PMPs. This will include the design of the evaluation methodology and participatory data collection methods and protocols for both performance and impact evaluations.

    This is a long-term position based in Nairobi, Kenya expected to start in 2019.

    Responsibilities:

    • Oversee production and ensure quality of all assessments, data, analytical reports, and evaluations, including the testing of the development hypothesis.
    • Oversee revision of the Mission PMP and all implementing partner (IP) PMPs to ensure ADS 203.3 compliance and alignment with new initiatives; training of USAID staff and IPs in performance management concepts and processes; standardization of partner PMPs, work plans, and quarterly reports; and verification of partner data quality.
    • Assist Technical Teams to review and revise the intermediate results in their results frameworks, as necessary, for more effective implementation and monitoring.
    • Periodically review and discuss indicators and reporting with IPs and COTR/AOTRs, and help operationalize indicators by assisting USAID Technical Teams with definitions, data collection, and data analysis.
    • Provide technical assistance and training, as needed, for USAID, IP and GOK staff (to the extent they are involved in USG projects).

    Qualifications:

    • At least 10 years of international experience in the design and management of evaluations (impact and performance), analyses and assessments, including the design of the evaluation methodology, participatory data collection methods and protocols, and data verification techniques.
    • At least seven years of demonstrated experience developing performance management plans, monitoring project implementation, and verifying data from large development projects.
    • A graduate degree in the field of evaluation, international development or a related technical field.
    • At least seven years of experience recruiting, forming and successfully managing teams, and ensuring the quality of their products.
    • Excellent American English writing skills and speaking ability.
