    Monitoring and Evaluation Manager

    Job Description

    HiH EA seeks to fill the following vacancy and invites applications from suitably qualified individuals who will undergo a selection process to identify the suitable candidate for the position.
    MONITORING & EVALUATION MANAGER REF.NO. HEA M&E 01-2019
    The position is responsible for development and implementation of effective monitoring and evaluation system; design and facilitation of implementation of studies, surveys, evaluations and research. The position coordinates data and information collection and analysis, provide feedback that supports KPI’s delivery, accountability and efficiency for programs and projects throughout HiH EA. The position work closely with Program teams to assess field conditions, support capacity building initiatives, and facilitate reviews and preparation of timely donors’ reports. It also promotes program quality, documentation, experience sharing and learning in HiH EA.
    Duties and Responsibilities
    • Provide leadership and accountability in management of the M&E function and support implementation of the strategic and business plans.
    • Spearhead the development, implementation and periodic review of operations plans, management plans and work plans to ensure effective delivery of M&E.
    • Support the development of M&E annual budgets, and manage its utilization and monitoring for the unit.
    • Develop a comprehensive M&E framework, system and structures for internal and external audiences that guide effective decision-making by management.
    • Provide leadership, day-to-day-management, coordination and facilitation of monitoring and evaluation activities; baselines, studies, surveys, evaluations, impact assessments, research and end-lines.
    • Provide critical and strategic analysis of HiH EA’s financial and operational performance that cover HiH EA’s individual programs, branches, as well as the performance of the organization as a whole.
    • Manage the program implementation progress and reporting process to the Board, HiH International (HiH I) and donors, including preparation of monthly, quarterly and semi-annual progress reports.
    • Perform regular field visits to ensure the quality of data collected by Programs and to verify the accuracy of reported data.
    • Support fundraising and resource mobilization initiatives through provision of appropriate data and information for concept papers and proposals.
    • Lead in writing of M&E reports and coordinate documentation and dissemination of findings.
    • Facilitate period review of performance metrics with operations team to ensure programs/projects design and implementation incorporate M&E framework.
    • Undertake regular reviews of data management systems and processes to ensure continuous quality improvement in data collection, processing and manipulation.
    • Review and analyse monthly monitoring data and work with Operations team to identify issues.
    • Lead and strengthen quality control of data to assure the integrity of data for analysis, tracking, and validation.
    • Develop and adopt a framework for proper documentation and effective maintenance of records for programs/projects initiatives that ensure processes, activities and statistics are well captured and records kept within a filling system that is easily retrievable in line with established policy and protocols.
    • Provide research and analytical support to Branch offices and partners in activities that promote program implementation.
    •  Coordinate documentation and dissemination of research and study findings; case studies, experiences, best practice and lessons.
    • Encourage and promote sharing of learning and experience with the team, across the organization and with like-minded/peer organizations.
    • Provide inputs for program learning and improvements, contribute to the global evidence base for graduation, inform future project design, and underpin quality donor reporting.
    Job Specifications
    • Bachelor’s degree in any of the following disciplines; Project Management, Administration, Information Management, Finance, Social Sciences or other relevant field.
    • At least 5 years’ experience in Monitoring, Evaluation and Learning social development and financing background within a micro finance business environment.
    • Post graduate diploma in project management or monitoring and evaluation is an added advantage.
    • Practical experience in use of data analysis tools like STATA or SPSS and advanced Excel.
    • Formal M&E training and/or specialized skills in statistics.
    • Experience in research and surveys - design of tools, data collection, data Self-directed, dynamic, innovative, and highly motivated individual with strong leadership and management skills, and demonstrated ability to build, nurture and direct team.
    • Ability to design M & E tools, surveys, surveillance systems, and evaluations.
    • Excellent analytical and detail-oriented individual with extensive experience in research, surveys and data management.
    • Strong interpersonal skills with ability to work with people from diverse backgrounds, and develop and maintain constructive relationships and profitable networks.
    • Strong communication skills (both written and spoken English and Kiswahili), and strong presentation and report writing skills.
    • Good level of proficiency in computer application packages.
    • Demonstrated ability to train and build capacity both at individual and team environment.
    • Strong performance drive and initiative.
