    Senior Assistant Director, Resource Mobilization, Ref. No: MSEA - 2/7/2019

    Reporting to the Director, MSE Strategy, Planning and Coordination.

    Duties and Responsibilities

    Duties and responsibilities will entail:-

    • developing and updating projections of financing requirements to achieve MSEA national response outcomes - based on national strategy and attendant programmes and outputs;
    • coordinating stakeholders to identify respective roles in financing and the key fund raising strategies;
    • coordinating prioritization by stakeholders based on available financing;
    • conducting resource mobilization in development of funding proposals targeted at various prospective development partners and building donor confidence in MSEA;
    • participating in the implementation of advocacy and public relations strategies aimed at raising funds, generating goodwill and advancing the mission of MSEA;
    • monitoring the implementation of debt–related initiatives and debt management capacity initiatives; making regular progress reports to the Authority on the debt-initiatives;
    • identifying and managing contributions by development partners in form of loans and grants; and coordinating international proposal and programme development.

    Requirements for Appointment

    For appointment to this grade an officer must have:-

    • served as a Resource Mobilization Officer for a minimum period of eight (8) years three (3) of which should be at middle level management in public service or in a comparable position;
    • Bachelor’s degree in any of the following disciplines: Economics, Mathematics, Statistics, Commerce (Finance or Accounting option), Business Management or any other relevant qualification from a recognized institution;
    • Master’s degree in any of the following disciplines: Economics, Mathematics, Statistics, Commerce (Finance or Accounting option), Business Management or any other equivalent qualification from a recognized institution;
    • professional qualification such as Certified Public Account (CPA), Association of Chartered Certified Accountants (ACCA) or equivalent qualification from a recognized institution
    • Attended a Strategic management Course or an equivalent management course from a recognized institution
    • Proficiency in computer applications; and
    • demonstrated professional competence as reflected in work performance and result
    • Demonstrate thorough understanding of the mission, vision, and strategies of MSEA and the ability to clearly interpret and apply role of Micro and Small Enterprise in Kenya’s social economic development and particularly in line with vision 2030 and Big 4 Agenda.

    In addition, all prospective candidates MUST satisfy the requirements of leadership and integrity as set out in Chapter six (6) of the constitution of Kenya and attach the following documents to their applications:-

    • Ethics and Anti-corruption Commission clearance Certificate (EACC)
    • Kenya Revenue Authority Tax compliance Certificate (KRA)
    • Higher Education Loans Board clearance Certificate(HELB)
    • Certificate of Good Conduct from Criminal Investigation Department (CID)
    • Certificate from Credit Reference Bureau
