The National Youth Council is a state corporation domiciled in the Ministry of Public Service, Youth and Gender which came into being after the enactment of National Youth Policy (NYP) (2007) and the National Youth Council (NYC) Act (2009)

Qualifications
For appointment to this grade, a candidate must:
- Have a Bachelor’s Degree in any of the fields; Business Administration Economics, Finance, Marketing and Social Sciences or any other related course from a recognized institution;
- Have Master’s degree in the fields above or equivalent qualifications from a recognized institution will be an added advantage;
- Have a minimum of five (5) years relevant work experience OR have served in the grade of Senior partnership and Collaboration Officer for a minimum period of three (3) Years;
- Have a Certificate in Management Course lasting not less than four (4) weeks from a recognized institution;
- Have demonstrated professional and administrative competence as reflected in work performance and results;
- Be a member of a relevant professional body and in good standing;
- Have proficiency in computer application skills; and
- Fulfill the requirements of Chapter six of the Constitution.

Responsibilities
The duties and responsibilities of the officer will entail: –
- Coordinate the development and maintenance of a database of key strategic partners;
- Coordinate development and review of strategies for partnerships and collaborations among youth serving organizations;
- Coordinate development and review of policies, regulations, operational guidelines and strategies on youth partnerships and collaborations;
- Promoting and nurturing partnerships and linkages among youth serving organizations and youth networks at the county, national and international levels;
- Engaging sponsors, development partners and strategic partners to support the delivery of Council’s mandate;
- Drafting of MOUs, agreements and contracts that relate to partnerships and collaborations;
- Monitoring and evaluating of the implementation of MOUs Agreements and Contracts that relate to Partnership and Collaboration.
- Development of Departmental Work plan and Budget;
- Prepare periodic reports.
