Terms of Reference for Evaluation at Hand in Hand Eastern Africa (HiH EA)

The Assignment

The proposed assignment consists of two separate components;

• The Kiboko project is an impact evaluation, following up after two-year closure of the project. This role will involve the whole process of the evaluation done by the consultants. The specific roles of the end term evaluation will be to carry out the full process of an evaluation, from tools development through reporting.
• The HILTI project is an ongoing project and would like to undertake the mid-term evaluation to assess the progress. The specific roles of the Consultants on the HILTI project mid-term evaluation are to develop tools, conduct analysis and report writing.
• The consultant expressing interests should be able to take up both projects.

Deliverables

• Development of primary data collection tool/s and an outline data collection plan for both evaluations.
• A presentation of draft findings to both the HiH EA and HiHI teams for discussion and feedback for both evaluations
• A Follow-up Evaluation Report of approximately 40 pages or less for both evaluations.
• An Executive Summary of no more than 4 pages.
• Data set to be shared with Hand in Hand EA in an accessible format.
• Presentation of the Follow-up Evaluation of HiH EA/HiHI for both projects.

Submitting Expression of Interest

HiH EA and HiHI are requesting the consultant(s)/firm to submit proposals to respond to these Terms of Reference (Kiboko project and HILTI project) outlined above. We expect the consultancy firm or consultant to demonstrate the skills and experience outlined below (or equivalent):

Essential

• The consultant should have a minimum of 5 years’ experience in field research and monitoring and evaluation of community projects
• Should demonstrate evidence of past relevant evaluation assignments in rural areas of Kenya and be able to provide examples as requested
• Proven track record in analytical report writing

Desirable

• In-depth knowledge of climate change resilience enterprise development programs, involving the poor, rural entrepreneurs and smallholder farmers
• In-depth knowledge in animal husbandry
