Qualifications
- served for a minimum period of fifteen (15) years, three (3) of which must have been in the grade of Deputy Commissioner for Refugees Affairs, CSG 6 or in a comparable and relevant position in the wider Public Service;
- a Bachelors degree in any of the following disciplines: Public Administration, Sociology, Anthropology, Political Science, Business Administration, Human Resource Management, International Relations or equivalent qualification from a university recognized in Kenya;
- a Masters degree in any of the following disciplines: Public Administration, Sociology, Anthropology, Political Science, Business Administration, Human Resource Management, International Relations or equivalent qualification from a university recognized in Kenya;
- a certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;
knowledge of refugee laws, human rights law, humanitarian law, international protection and ability to translate and integrate them to National goals, objectives and the Kenya Vision 2030; and
- demonstrated administrative capabilities and merit as reflected in work performance and
Responsibilities
- formulating, implementing and reviewing refugee policies and programmes;
- coordinating the implementation of the Department’s strategic plans and realization of its objectives;
- providing advice on the care and welfare of refugees and the rehabilitation of refugee hosting areas;
- issuance of refugee status determination, decisions and relevant protection related documentation;
- overseeing the processing of applications for refugee status;
- providing facilities and services for the protection of refugees and asylum seekers;
- promoting durable solutions for refugees granted asylum in Kenya;
- maintaining appropriate registration and documentation system for all refugees in Kenya;
- ensuring that refugee economic and productive activities do not have a negative impact on the host communities, natural resources or the local environment;
- recommending for prosecution of persons suspected of committing an offence under the Refugee Act 2006;
- approving applications for people wishing to visit refugee camps; and facilitating safe return of Kenyans living in other countries as refugees
