This role is responsible for the development and implementation of a framework for monitoring, evaluation, and reporting as per the law
Key Responsibilities/ Duties / Tasks
Managerial / Supervisory Responsibilities
- Develops the framework for monitoring and evaluation as per the COB Act, 2016.
- Guides the planning and implementation of monitoring and evaluation activities inline with the office of the Controller of Budget mandate.
- Coordinates monitoring and evaluation exercises for the office of the Controller ofBudget as required by law
- Collaborates and partners with key stakeholders in monitoring and evaluationactivities.
- Coordinates the implementation of the risk management framework in thedepartment.
- Reviews budget planning documents including Budget Policy Statement, Budget
- Estimates, County Fiscal Strategy Papers and make recommendations.
- Monitors the preparation and implementation of the sectorial work plan
Operational Responsibilities / Tasks
- Develops project specific monitoring and indicator tracking tools in consultationwith ICT department.
- Carries out monitoring and evaluation activities and prepares reports as per thelaw.
- Develops and maintains a project database for monitoring and evaluationactivities.
- Prepares concept papers to undertake monitoring and evaluation as per the officeof the Controller of Budget mandate.
- Prepares monitoring and evaluation reports.
- Partners and collaborates with key institutions to undertake monitoring activities.
- Develops and implements a monitoring and evaluation plan for the office of the Controller of Budget.
- Prepares departmental work plans and budgets for the monitoring and evaluationdepartment.

Working Conditions
- Is exposed to minimum disagreeable conditions with frequent travels to remotes areas.The jobholder has normal office facilities which include own office with desk and access to a telephone.The role is predisposed to risk of prosecution arising from incomplete/inaccurateinformation received from public entities which may result to false or misleadingreports.
