This position is responsible for provision of accounting services and ensuring prudent financial management in the office of the Controller of Budget
Key Responsibilities/ Duties / Tasks
Managerial Responsibilities:
Implements sound financial management policies, procedures and controls
Maintains the asset registers for the office of the Controller of Budget
Sets performance targets for the accounts section under their control
Mentors, coaches and capacity builds staff in the institution
Ensures timely and accurate preparation of management reports for the section
Prepares and submits statutory payments in compliance with the law
Implements the adopted International Public Sector Accounting Standards (IPSAS), International Financial Reporting Standards (IFRS) and Public Finance Management (PFM) Act
Maintains the General Ledger
Controls cash float and maintenance in the electronic cash book
Operational Responsibilities / Tasks
Assists in preparation of financial accounts.
Ensures safe custody of assets and records under him/her in the office of the Controller of Budget.
Prepares payment documents subject to limits set for him/her.
Examine and verify returns, documents, vouchers and preparation of timely and accurate management financial reports.
Prepares accurate and timely bank reconciliations and administers Petty Cash
Processes monthly payroll and staff allowances.
Prepares and maintains cashbook and other statutory books to track office of the Controller of Budget transactions.
Prepares periodic payment reports (monthly expenditure returns) as per generally accepted accounting practice.
Processes payments to vendors for services rendered
Verifies cash withdrawals and invoice payments on IFMIS before export to internet
banking.
Processes imprest requests.
Maintains vote book transactions,
Processes the reimbursement of standing imprests for County Budget Coordinators

Academic qualifications
Bachelor of Commerce in Finance and/or Accounting from a recognized university
Professional Qualifications / Membership to professional bodies
Must be a Certified Public Accountant Kenya (CPA K) or its equivalent
Must be a member of the Institute of Certified Public Accountants of Kenya (ICPAK) in good standing.
Previous relevant work experience required
3 years of service, or similar experience in a comparable position in a reputable organization.
