    Assistant Director, Development and Monitoring

    Duties and Responsibilities

    Specifically, duties and responsibilities will entail:

    • Develop a safe, reliable and clean commuter rail transport infrastructure and business operation;
    • Provide technical advice on commuter rail infrastructure and business operations within the NMA;
    • Coordinating the undertaking of research on Commuter Rail Infrastructure and business operations;
    • Maintain safe custody of Commuter Rail Infrastructure and business operation data for policy decision making;
    • Commission annual Commuter Rail Infrastructure and business operation inventory and condition survey;
    • Ensuring the Commuter Rail Infrastructure and business operation assets protection and surveillance;
    • Develop and Implement Policies , strategies, standards , procedures and guidelines on commuter rail and business operation programmes;
    • Design commuter rail projects and business operation timetables to ensure harmonization of project deliverables;
    • Coordinate commuter rail infrastructure and business operation department’s projects and programmes;
    • Facilitate agreements and contracts with other implementing agencies for commuter rail infrastructure development and business operation;
    • Ensure infrastructure works and business operation are delivered as per schedule and to the specified quality;
    • dentify and provide appropriate learning and development activities for department’s staff;
    • Facilitate development of projects and business operation templates, tools and software to manage projects and programmes ;
    • Coordinate development of scope , plans and schedules for the commuter rail infrastructure projects and business operation;
    • Monitor commuter rail infrastructure projects implementation and business operation;
    • Manage commuter rail infrastructure projects and business operation risks;
    • Coordinate development and preparation of commuter rail infrastructure and business operation project reports;
    • Coordinate vesting and transfer of commuter rail infrastructure and business operation assets from stakeholder agencies to the Authority;
    • Contract commuter rail infrastructure and business operation providers;
    • Develop and enforce commuter rail standards on infrastructure and business operation;
    • Review training projections for the staff in the department;
    • Prepare procurement plan for the department.

    Requirements for Appointment

    For appointment to this grade, an officer must have:

    • A minimum of eight (8) years relevant work experience and three (3) years of which must be a supervisory position;
    • Master’s Degree in in Civil Engineering, Electrical Engineering, Electronics Engineering, Telecommunication Engineering, Mechanical Engineering, or any other relevant qualification from a recognized Institution;
    • Bachelor’s degree   in   Civil   Engineering,   Electrical   Engineering, Electronics Engineering, Telecommunication Engineering, Mechanical Engineering, or any other relevant qualification from a recognized Institution;
    • Proficiency in computer skills;
    • Fulfil the requirements of Chapter Six of the constitution
    • Management course lasting not less than four (4) weeks from a recognized institution;
    • Fulfilled the requirements of Chapter Six of the constitution.

    •  An approved Credit Reference Bureau (CRB Report);
    •  Ethics and Anticorruption Commission (Dully filled and completed first schedule (s.13) and self-declaration form stamped by the EACC.
