Assistant Director Human Resource Management at Vihiga County Public Service Board

Duties and responsibilities

• Researching and formulating Human Resource Development policies, strategies and programmes, rules and regulations for the County Public Service;
• Providing leadership and direction in the development, implementation and review of Human Resource Development Programmes for the County Service;
• Collaborating with relevant National and Development Partners to mobilize training a nd capacity building resources;
• Formulating innovative capacity building practices through research, information and knowledge sharing and shaping;
• Coordinating Performance Management (Performance Contracting and Staff
• Appraisal System including Rewards and Sanctions);
• Coordinating Human Resource Planning and collating huma n resource plans for departments and entities under the County Executive;
• Provision of Huma n Resource Development advisory services 
• Developing a nd reviewing capacity building initiatives;
• Coordinating matters of diaspora training. internships. artachments. mentoring and volunteerism;
• Developing and managing Staff Welfare Schemes including Medical SchemeGroup Life and Personal Accident· 
• Managing and developing assigned staff.

Requirements for appointment

• Have a Bachelors' degree in Human Resource Management. Business Administration/ Management from a recognized institution;
• Be a member of the Institute of Human Resource Management (IHRM):
• Have served as a Principal Human Resource Management Officer or in a similar position for a minimum period of three (3) years;
• Possess a certificate in leadership course lasting not less tha n four years from a recognized institution:
• Possess a Higher Diploma in Human Resource Management or Certified Human Resource Practitioner (CHRP) status;
• Demonstrate a high degree of professional competence. adrninistrari,capabilities and initiative in the general organization and management of human resources and a thorough understanding of the human resources management policies, regulations and employee relations, labour la,Ys and other statues that impact on the human resource;
• Be proficient in MS-Windows packages;
• Meet the requirements of leadership and integrity as prescribed in Chapter Six of the Constitution.
