    Assistant Director Information Science

    Remuneration and Benefits

    • Basic Salary Scale: KShs. 148,634 – KShs. 193,225 P.M.;
    • House Allowance: KShs. 50,000 P.M.
    • Commuter Allowance: KShs. 17,000 P.M.
    • Annual Leave Allowance: KShs.12,500 P.A.
    • Medical Cover and Other Allowances: As provided by KMFRI
    • Terms of Service: Permanent and Pensionable.

    Job Specification

    The duties and responsibilities of the officer will entail:

    • To lay down the vision, mission, objectives and broad policies of information science in consultation with top management of the Institute.
    • Implementing measures to enhance efficient Resource Centre services at KMFRI.
    • Establishing collaboration with other Libraries and Resource Centres for information sharing (e-library).
    • Lead the Institute library to achieve the highest level of excellence in all strategic dimensions of library activities.
    • Developing outreach programs as part of the Knowledge Sharing strategy in the Institute.
    • Ensure information is stored in a manner that is accessible to users.
    • Ensure effective dissemination of information and research findings as appropriate.
    • Updating the Knowledge Management information databases.
    • Supporting the implementation of the Knowledge Management System.
    • Develop a comprehensive records management programme.
    • Develop record cataloguing, coding and classification systems, and monitoring their use.
    • Ensure that all members of staff are trained on how to create, use and manage records.
    • Coordinate the design and implementation of electronic records management system.
    • Manage the changeover from paper to electronic records management systems.
    • Coordinate the development and implementation of a records retention and disposal schedule.
    • Keeping up to date with legal requirements on data storage and protection.
    • Issue necessary instructions for preparation of information science budgets, procedures, schedules, etc.
    • Organize information science staff into various functions and services.
    • Provide authoritative expert advice to the management, the Institute as a whole, or external parties on information management.
    • Ensure safety and security of the information in the Resource Center and registries.
    • Execute the plans of the organization in accordance with the policies and directives of the top management.
    • Send important reports and other important data to top-level management.
    • Evaluate performance of junior staff.
    • Motivate lower-level managers towards better performance.
    • Secure equipment, materials and services required to support the performance of their roles.
    • Perform any other duties as may be assigned from time to time.

    Person Specification

    For appointment to this grade, an officer must have:

    • At least eight (8) years relevant work experience, three (3) of which must have been in a supervisory level in a comparable and relevant position in public service or private sector;
    • Master’s degree in any of the following disciplines: Library and Information Management or Science, Records Management, MBA- Management Information System option or equivalent qualification from a recognized institution;
    • Bachelor’s degree in any of the following disciplines: - Library Studies, Information Science or other relevant and equivalent qualification from a recognized Institution;
    • Membership to a relevant Professional body;
    • Management course lasting not less than four (4) weeks, or equivalent, from a recognized institution;
    • Proficiency in computer applications;
    • Demonstrated good results in work performance; and
    • Meets the requirements of Chapter six (6) of the Constitution
