For appointment to this grade, a candidate must have:-
Served for minimum period of three (3) years in the grade of Principal Parliamentary Liaison Officer, CSG 8 or a comparable and relevant position in the public service;
A Bachelor’s degree in any of the following disciplines: Law, Political Science, Sociology, International Relations, Public Administration, Business Management, Economics, Science in Statistics or any other equivalent qualifications from a university recognized in Kenya;
A Post-graduate Diploma in Law from the Kenya School of Law or a Master’s degree in any of the following disciplines: Law, Political Science, Sociology, International Relations, Public Administration, Business Management, Economics, Statistics or any other equivalent qualification from a university recognized in Kenya;
Be an Advocate of the High Court of Kenya with at least four (4) years post admission experience or four (4) years working experience in the following disciplines: Law, Political Science, Sociology, International Relations, Public Administration, Business Management, Economics, Statistics or any other equivalent qualification from a university recognized in Kenya; and
Demonstrated managerial, administrative and professional competence in work performance and exhibited a thorough understand of national goals, policies, objectives and ability to relate them to management of parliamentary affairs.
