    MEAL Coordinator - SHE SOARS

    About the Project

    CARE International in Kenya is implementing the SHE SOARS program (Sexual and reproductive Health & Economic empowerment Supporting Out of school Adolescent girls’ Rights and Skills)  that seeks to

    1. build and integrate health system strengthening interventions,
    2. deepen a transformative community engagement on challenging harmful gender and social norms, and
    3. capacity building of civil society actors to engage in long-term and sustainable SRHR policy advocacy to improve the health system for all women and girls while addressing the unique service delivery, risks and protection needs of out of school adolescent girls.

    The program will implement a Youth Savings and Loans Association (YSLA)+ model, which builds on the YSLA approach with the addition of mobile phone technology to support information access, flexible access to financial literacy curriculum and access to support financial transactions increasing participation of young people in financial inclusion as a pathway to better economic and health outcomes.

    Job Description

    The purpose of the MEAL Coordinator position is to provide leadership and support in development and operationalization of an M&E system, including M&E plans at program and partner levels, and ensure that the system aligns with CARE Kenya M&E indicators; Support the team and partner staff in M&E capacity to monitor and demonstrate progress and outcomes of interventions. In addition, the MEAL Coordinator will be supervising data management support to the program, to help strengthen data quality checks and ensure that data is of high quality, supporting the program team to carry out onsite data verifications, strengthening program quality and accountability and generating evidence, documentation of innovations and their outcomes at all levels of the program. The MEAL Coordinator will also ensure quality of program activities at CARE and partner level are assessed against set quality benchmarks; that program stakeholder input is sought at different levels; and program findings are shared with the stakeholders and feedback incorporated into program decision making process, for accountability and learning. 

    Tasks and responsibilities

    1. R 1: Leadership and Coordination in the Development and operationalisation of an M&E system and Capacity Building
    2. Tasks
      1. Provide leadership support in all aspects of M&E for the program
      2. Work with Program manager in the development of the M&E plan and implementation strategy, ensuring that all interventions are well captured and indicators of monitoring progress and measuring outcomes are technically sound and captured.
      3. Support compliance to the program M&E Plan at Country office level and monitoring compliance of partners and CAREs M&E plans.
      4. Working with the Program Manager, develop tools for data collection and reporting, and their guidelines for use and ensuring that compliance to the tools is achieved.
      5. Develop assessments and identification of program beneficiaries, program data base and ensure the same is updated monthly and reports generated, as often as per indicators for reporting progress at individual level and contextual level.
      6. Support monitoring of M&E activities as indicated in the work plan and against the M&E budget.
      7. Ensuring monitoring and reporting timelines are compiled to.
      8. Working closely with the program team provide quarterly progress updates on program activities against implementation and M&E plan and ensuring that the actions proposed are incorporated to improve performance measurement.
      9. Working with the Program team to identify M&E capacity gaps and develop capacity building plans to address those gaps.
      10. Working closely with Program team to support the documentation of Human Interest Stories and lessons learnt.
      11. Support the Program Manager in planning and facilitating program monitoring and evaluation strengthening activities for the program.
    3. R 2: Providing adequate data management support to the program while ensuring that data is of highest quality and there is evidence of adequate support documentation
    4.  Tasks
      1. Responsible for updating the program database/ performance framework on a monthly basis with verified performance results.
      2. Support in the development of database/data capturing tools.
      3. Closely working with the Program team, perform data quality checks/verification to all data received and collected with an aim of ensuring that program data is reliable and accurate.
      4. Together with the Program team, perform quarterly and annual monitoring support at field level and routinely support in conducting data audits/trails.
      5. Ensure that all program data support documents are appropriately stored for easy of retrieval during verification and other need basis.
    5. R3: Strengthened Collaboration and Networking
    6. Tasks
      1. Represent the Program in core monitoring and evaluation committees, National & County engagements and related program activities as necessary.
      2. Represent the Program in decentralised M&E forums, selected M&E capacity building and strengthening forums with a view to keeping the program informed on current initiatives and developments in M&E, and provide staffs updates from these forums.
      3. Perform any other duty as assigned by the supervisor, related to collaboration and networking.
    7. Strengthen CAREs performance in Adolescents’ Sexual Reproductive Health, and Rights, Economic Empowerment, and related Program interventions 
    8.  Tasks
      1. Support enhanced management cohesion of cross sectoral and innovation areas of the program at sectoral National and Country Office programs and staff, in MEAL.
      2. Strengthen CARE’s Monitoring and Evaluation roles including MEAL systems development, reporting of Program and Program Information and Impact Reporting System (PIIRS), capacity strengthening on quality M&E
      3. .Support CARE’s achievement of strategic interventions as outlined in the strategic plan, program principles and other frameworks
      4. Undertake any other relevant duties as assigned by supervisor or management that enhance CARE’s mission.

     Qualifications

    Education:

    1. A bachelors degree in social science, IT, statistics, economics, health or related field – a Masters degree will be an added advantage
    2. Training in M&E is required
    3. Training in Gender will be an added advantage

    Experience:

    1. Four years of work experience in monitoring and evaluation of Health -Sexual and Reproductive Health, and Economic empowerment programs
    2. Familiarity with performance based funding systems and procedures.
    3. Ability to develop and implement monitoring and evaluation plans
    4. Excellent data analysis and report  writing skills
    5. Computer literacy, particularly in the use of MS Access, MS Excel and statistical packages ( SPSS, STATA, EPI INFO etc)

    Additional Information

    WORKING CONDITIONS

    Normal working conditions in a city setup. The employee may have to contend with traffic congestion during peak hours.  The employee will make frequent field visits covering over 60% of their time to program locations to carry out M&E activities; this includes travel to remote areas and therefore has exposure to road and security risks.

    CONTACTS/KEY RELATIONSHIPS (internal & external):

    Internal: Provides technical support on MEAL to Program Team. Receives support from the Program Manager, Program Quality, Learning and Accountability Manager, and the Program Director.

    External: The position liaises primarily with SHE SOARS Program stakeholders including the Ministry of Health (MoH), various National Ministries and departments, National youth empowerment programs, Economic stakeholders, and funding mechanisms.
