    Chief Investigation Officer P5

    THE ROLE

     

    We are currently seeking qualified individuals for the non-rotational position of Chief Investigation Officer at P5 level, the job will be located in the Office of Inspections and Investigations in Nairobi, Kenya and report to the Director, Office of Inspections and Investigations. Frequent and often at short-notice travel to WFP Field Operations is required.

     

    KEY ACCOUNTABILITIES (not all-inclusive)

     

    Within the delegated authority, the Senior Investigations Officer will generally be responsible for the following duties:

     

    • Support the development and implementation of the office strategies, policies and plans aligned with OIG, WFP and wider UN strategies, policies and processes to support HQ and field operations to meet the mandate of WFP.
    • Contribute to the development of standards operating procedures and technical guidance notes within the office.
    • Take responsibility of the quality control work of investigation outcomes before management's final review and sign-off and ensure that all professional staff adhere to the operating procedures and quality standards of the office.
    • Maintain adequate working relationships and collaborate cross-functionally as appropriate.
    • Regularly monitor the operational work of professional staff on investigations and ensure proper technical guidance is provided on ongoing investigation projects and ensure that the expected investigation outcomes are issued within the agreed timelines and at the required quality.
    • Regularly prepare statistics and periodic reports on investigation work as well as any analytical assessments on investigation or misconduct trends.
    • Represent the office in the joint discussions of investigation cases' risk analysis with HR and Legal Office during the standing meetings of the internal justice system stakeholders.
    • Manage the office case management system and ensure all investigation inputs/outputs are timely and exhaustively recorded in the system as appropriate.
    • Effectively monitor the work-flow of individual cases assigned to the Investigations Officers.

     

    • Take part in internal review and assessment of received complaints and allegations, and formulate comprehensive investigation plans for complex investigations.
    • Efficiently coordinate and undertake office and field-based complex investigations into allegations of violations of policies, procedures, standards, guidelines, and applicable rules and regulations.
    • Offer guidance and advice to WFP employees on matters pertaining to investigations and applicable policy framework.
    • Work and coordinate closely with the other control and monitoring functions as appropriate. Prepare recommendations for corrective action and improved controls, effectiveness, or efficiency of WFP operations based on the findings of investigations.
    • Ensure that appropriate actions and initiatives are adopted to promote and enhance the integrity of WFP's operations.
    • Regularly appraise progress of investigations and assess probable impact of investigation outcome relative to strategies and advise colleagues.
    • Coordinate with local officials, governments, and outside organizations and obtain internal support (transport, interpreters, etc) to resolve problems and to facilitate work of the team.
    • Perform other related duties as required.

    QUALIFICATIONS & KEY REQUIREMENTS

    Education:

    • Advanced university degree in Criminology, Investigations, Law, Audit, Accounting or other related fields or a First level university degree with additional relevant years of experience and/or relevant certificates. Formal training and/or certification in various law enforcement methodologies/fraud examination or investigation.

    Experience:

    • At least 11 years (4 of which international) of postgraduate, relevant progressively responsible professional experience in planning, leading and executing complex criminal or administrative investigations in managerial or supervisory position.
    • Previous experience in the conduct of investigations with a UN organization or international financing institution is an asset.
    • Extensive managerial experience and providing constructive periodic performance reports and feedback.
    • Experience in the design or assessment of policies, plans and strategies in an oversight office is an asset.
    • Experience in designing and conducting outreach/ training for the prevention of misconduct is an asset.
