Job Purpose
This role is responsible for coordinating with other departments as well as liaising with Government Agencies to ensure that procurement best practice is fully represented and best value achieved at all levels.
Key Responsibilities / Duties / Tasks
Managerial / Supervisory Responsibilities
- Develop, formulate and review of procurement policies, procedures and processes.
- Consolidation of the Annual Procurement Plan (APP) in line with statutory requirements as well as implementation for specific categories
- Lead implementation of development of best practice strategies to enhance corporate purchasing convergence.
- Develop, implement and review the Procurement Strategy and Corporate initiatives
- Management of systems and processes within the department that tracks and reports efficiencies, data management and control to inform of benefits realized by procurement activity.
- Analysis of procurement data and identify priority areas for efficiencies, process improvements and to engage stakeholders in delivering improvements that supports management of key supplier relationships, delivering breakthrough performance in cost, service and quality.
- Ensure compliance with the Statutory and Corporate reporting requirements.
- Coordinate market research and evaluate innovative products and services in partnership with end user departments and other interested groups.
- Development of SME’s and Special Interest Groups in conjunction with other user departments and ensure a communication strategy that supports the initiative.
Operational Responsibilities / Tasks
- Develop and Formulate Procurement strategies in consultation with the Deputy Commissioner
- Implement continuous improvement in organisational policies processes and governance mechanisms
- Resolution of legal issues in collaboration with experts.
- Coordinate and facilitate the Evaluation and Negotiation Committees.
- Ensure preparation of regular procurement reports on various procurement status/activities as and when requested.
- Manage and develop staff capacity including participating in recruitment, setting and review of performance targets, managing disciplinary issues and ensuring that the Sourcing section is adequately staffed in terms of skills and numbers
- Verifies and Approves Purchase/Service Orders as required in both Materials Management and SRM Systems
- Ensure performance of staff serving in the section by supervision, mentoring and coaching, appraisal and maintaining discipline.
Financial Responsibility:
- Approval of awards, and Orders in I-Support – Kshs.1 – Kshs. 500,000.00
- Review of Orders in I-Support – Ksh500K – 5Million
Responsibility for Physical Assets
- Responsible for physical assets assigned by the institution
- Provides oversight for physical assets in the department.
Decision Making:
- Plan the work of subordinates.
- Assigns work to Subordinates.
- Monitor subordinates work performance.
- Appraise/evaluate subordinate’s performance.
- Training Needs Analysis for Procurement Information Services Section and coordinate training needs for the Division.
Working Conditions:
- Works predominantly within the office.
Job Competencies (Knowledge, Experience and Attributes / Skills).
Academic Qualifications
- Bachelor’s degree in Business, Supply Chain Management, or related field from a recognized institution.
- A Master’s degree in Business, Supply Chain Management, or related field from a recognized institution will be an added advantage.
Professional Qualifications / Membership to professional bodies
- Professional Level Diploma MCIPS(UK) / CPSP-K (Kenya) or equivalent
- Member and Licensed Practitioner KISM (Kenya Institute of Supplies Management)
Previous relevant work experience required.
- At least 7 years with 3 years in a Senior Management level

- IT proficiency working knowledge of ERP, (Use of SharePoint is an added advantage)
