    Chief Serjeant-at-Arms PSC 15 (National Assembly)

    Duties and Responsibilities 

    • The Chief Serjeant-At-Arms shall be answerable to the Clerk of the National Assembly. 
    • The officer will be the Head of the Serjeant-At-Arms Directorate and be responsible for  managerial, operational and financial planning and coordination of all functional areas  including the Chamber and Public Gallery, Operational, Liaison and Event Management, Estate management and support services. 

    The duties and responsibilities are: 

    • Directing the usage and protection of the Mace as a symbol of authority  and smooth conduct of business of the House; 
    • Managing internal and external liaison during ceremonial services; 
    • Coordinating Swearing in ceremony of Members of Parliament; 
    • Coordinating and supporting the election of the Speaker and the Deputy during  the first sitting of the National Assembly;  
    • Providing overall Management of chamber, ceremonial, and public education  duties;  
    • Directing, planning and Management of international functions and  colloquiums e.g. CPA, IPU etc; 
    • Managing the formulation of safety policies, strategies, and procedures  within the precincts of parliament; 
    • Executing Ceremonial/Security functions at International Conferences and Seminars, organized by Parliament;
    • Conducting institutional risk assessment and implementing risk mitigation measures; 
    • Coordinating provision of safety and fire measures, health protection and First  Aid Services including the development of an emergency preparedness and response policy, Training, and awareness on the same; 
    • Executing laws and orders of the House and any other directives of the Speaker. 
    • Managing the planning and execution of the State of the Nation Address by the President; 
    • Managing the directorate budget in accordance with the Public Finance Management Act; 
    • Superintending admissions to Chamber and Galleries; 
    • Providing effective and efficient security and safety for the Hon. Speaker, Hon. 
    • Members of Parliament, staff and all the visitors in the precincts of the Parliament, in liaison with the police; 
    • Ensuring safe custody of any firearms and any other prohibited items brought into the precincts of Parliament; 
    • Spearheading the development and implementation of the Directorate annual work plans, procurement and disposal plans and annual reports; and 
    • Supervision of the staff in the Directorate. 

    REQUIREMENT FOR DIRECT APPOINTMENT 

    • Must possess a Masters degree in Security/Criminology or in a related field from a  recognized institution; 
    • Must have at least fifteen (15) years’ cumulative experience three (3) of which must  be in senior management position in the disciplined services with strong military or  paramilitary background; 
    • Must have served in the disciplined services for a period of not less than twelve years with exemplary service and attained the rank of a Major or Senior Assistant  Inspector General of Police or its equivalent; 
    • Must be computer literate; 
    • Must possess a certificate of exemplary service; and  
    • Must be compliant with Chapter Six of the Constitution.
