    Program Manager, Climate Diagnostics, Modelling and Prediction

    Overall purpose

    To provide overall coordination of the climate diagnostics, statistical and dynamical modelling and prediction activities of the Centre as well as providing timely early warning advisories to various users.

    Core Duties and Responsibilities

    • Lead climate diagnostics and Prediction activities of the Centre.
    • Search for and provide advisories on causes and precursors of unique regional climate anomalies for use in the prediction models and for regional climate information advisories and updates.
    • Lead the development and improvement of both the statistical and dynamical modelling approaches for increased skill of prediction outputs.
    • Ensure generation of current state of the regional climate on weekly, 10 day, monthly, seasonal and annual time scales.
    • Ensure generation of climate early warning products on weekly, 10 day, monthly, and seasonal time scales.
    • Conduct climate prediction gaps and needs assessment in the region;
    • Co-ordinate regular organisation of regional climate outlook forums (RCOFs);
    • Maintain ICPAC role as a regional centre of excellence for regional climate modelling, prediction and early warning;
    • Ensure all functions of WMO Regional Climate Centres are undertaken and products are regularly posted on the RCC-IGAD web page;
    • Lead capacity building in the IGAD Member States and other collaborating members through attachments and organization of capacity building training workshops;
    • Establish and maintain partnerships will other regional and global climate organizations;
    • Perform any other related duties that may be signed by the Director from time to time.

    Minimum Qualifications and Experience

    • Master’s degree in Meteorology or equivalent with specialization in Climate Diagnostics, Modelling or Prediction
    • A PhD in Meteorology or related field is an added advantage
    • At least seven (7) years’ work experience in climate diagnostics, modelling and prediction with special reference to seasonal and inter annual time scales
    • Practical working experience in climate diagnostics, modelling and prediction in a major climate institution

    Key Skills and Competencies

    • Excellent modelling and prediction skills to support the Centre’s tools and methodology development and applications
    • Excellent computing skills including computing knowledge necessary for climate diagnostics, modelling and prediction; good working knowledge of compiled computer languages and model output visualization packages
    • Ability to communicate effectively orally and in writing
    • Ability to work with minimum supervision
    • Ability to coordinate a technical department

    Language requirements:

    Fluency in English (both oral and written) is required. French is an added advantage
