    Communications Expert (International Consultant)

    Duties and Responsibilities
    Under direct supervision of the Head of Transnational Organized Crime, Illicit Trafficking and Terrorism Programmes (Programme Management Officer) and in close consultation with programme and project managers, the Consultant will perform the following tasks aimed at raising visibility of the Transnational Organized Crime, Illicit Trafficking and Terrorism Programmes, including the Better Migration Management Programme, Enhancing Effective Criminal Justice Responses to Trafficking in Persons in Eastern Africa, the Project on Enhancing Financial Investigations in East Africa, and Supporting the EAPCCO Regional Counter-Terrorism Centre of Excellence:

    • Develop an individual workplan to guide personal tasks and responsibilities;
    • Develop and implement a communication and visibility strategy that emphasizes strategic messages and reinforces UNODC’s mandate by utilizing human interest stories, storytelling, and photography to convey program and project activities, objectives, and achievements Coordinate the development, design, and production of communication and advocacy materials in line with UNODC data protection guidelines. including obtaining consent from subjects.
    • Support to develop, enhance and coordinate the communication networks of law enforcement agencies in Kenya and the rest of the East Africa region. 
    • Support the implementation of UNODC’s mandate to counter crime by developing digital communication materials for East Africa related to countering transnational organized crime and terrorism:
    • Create, maintain and update the unit’s digital communication strategy and associated workplan at the regional level, in consultation with the Head of Programmes TOC/CT, program managers and colleagues;
    • Create a coherent corporate social media identity for UNODC TOC/CT in East Africa, in coordination with the regional office identity;
    • Create and manage social media campaigns on platforms like Facebook, Twitter and Youtube to promote understanding of common crimes, deliver prevention messages, and showcase the unit’s work.Create and edit digital communication materials, including articles, videos, photos, stories and illustrations to be shared on social media;
    • Manage and update the social media accounts of the unit;
    • Track performance of digital communication with SEO analytics tools and adapt the strategy accordingly;
    • Create and maintain a photo and video gallery with content from unit’s projects
    • Assist with designing, production and dissemination of unit’s publications, presentations and reports;
    • Assist with Media Monitoring and flagging of crime issues reported in the media (online, print and broadcast) ;
    • Participate in events and activities of the unit (conferences, presentations, trainings, meetings) and support the logistics when needed ;
    • Begin development of a 6-series podcast season on Transnational Organized Crime, in close coordination with the Programme/Project Managers and collaborative partners, as a means of creating an informative and creative communications tool, to raise public awareness and prevention;
    • Perform other work-related duties as required.

    In addition to all these duties and under the supervision of the Regional Coordinator for East Africa for the Global Programme on Cybercrime, the Communications Expert will provide communication support to the Global Programme on Cybercrime for its Africa Women in Cyber Networking Group (AWIC) activities. These include:

    • Support in the coordination and moderation of AWIC monthly meetings and produce flyers and other design materials for AWIC events and activities;
    • Produce AWIC biannual newsletters;
    • Develop and implement a communications plan for the AWIC annual summit.

    Qualifications/special skills

    • Advanced university degree (Master’s degree or equivalent) in digital marketing, digital media, digital communication, marketing, language or communication. A first-level university degree in similar field in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    • At least five years of professional work experience at the national and/or international level in digital communications, journalism or marketing is required.
    • Excellent digital communication skills and experience with creating and editing digital communication campaigns is required.
    • Excellent command of digital design, photography, writing for the social media, filming or editing is desirable.
    • Excellent oral and written skills; excellent drafting, formulation and reporting skills is desirable.
    • Excellent command of Office Suite (Word, Excel, PowerPoint) is desirable Experience in managing corporate social media accounts is desirable.
    • Good command of design tools (adobe, Illustrator, Photoshop, Canva) is desirable
    • Experience with Analytical SEO is desirable.
    • Experience developing and deploying awareness raising campaigns is desirable.
    • Accuracy and professionalism in document production and editing is desirable.
    • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development is desirable.
    • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines is desirable. Ability to interact with governmental agencies, good interpersonal skills and organizational proficiency is desirable.

    Languages

    • English and French are the working languages of the United Nations Secretariat. For this position, fluency in English, with excellent drafting and communication skills, is required. Knowledge of another United Nations official language is an advantage.
