    Consultancy - Regional Humanitarian Advocacy Advisor - Horn of Africa

    • The Humanitarian Advocacy Advisor for the Horn of Africa (HoA) will provide short-term support to the CARE regional office efforts to influence donors, UN agencies, partners and governments on the humanitarian crises in the region, with a specific focus on the crisis in Sudan. S/he will work closely with the Sudan Country Office and others in the region to support and develop advocacy products, and along the Regional Director and Regional Advocacy Coordinator to represent CARE in humanitarian fora in the region.
    • S/he will work to ensure that the diverse needs of all crisis-affected people are met and their rights—under international humanitarian, human rights, and refugee law—are protected. S/he will support efforts to further principled, safe and unfettered humanitarian access, formulate advocacy positions/messages and products, and support humanitarian advocacy capacity building for key regional and country office staff.

    Responsibilities

    • Provide strategic leadership to advocacy on the Sudan crisis, and other contexts as needed, with a focus on food insecurity, gender, nexus, access and localization. This includes support and advocacy/policy capacity building to affected country offices and collaboration East and Central Africa (ECA) regional team, CARE USA Humanitarian Affairs and members of the CARE confederation to advance humanitarian advocacy issues at various levels.
    • Strengthen monitoring, reporting and strategic advocacy on humanitarian access in Sudan. Provide expertise on the framework for international law on humanitarian access and value of strategic humanitarian advocacy and work with country teams to establish a system for monitoring and reporting on humanitarian access constraints and the impact on the delivery of humanitarian programing. Develop 2-3 advocacy products on key issues and trends related to humanitarian access/space and protection, and identify opportunities for future influencing at the regional level.
    • Support consultation with CARE partners, especially women-led organizations, to document needs, risks and opportunities for strengthening localization of the Sudan crisis response and develop a joint briefing paper with issues and recommendations for the humanitarian community.
    • Identification and prioritization of regional humanitarian advocacy objectives and opportunities for CARE on crises in the Horn of Africa, including key targets and forums for influencing, and CARE's value-add.

    Deliverables

    • Monthly coordination of Sudan crisis advocacy, including internal advocacy coordination calls and updated messaging for CARE federation.
    • System for monitoring and reporting on humanitarian access constraints and the impact on the delivery of humanitarian programing, contextualized and implemented for Sudan, and 2-3 advocacy products on key issues and trends related to humanitarian access/space and protection for the Sudan crisis.
    • Methodology for consultations with CARE partners, especially women-led organizations, to document needs, risks and opportunities for strengthening localization of the Sudan crisis response and develop a joint briefing paper with issues and recommendations for the humanitarian community.
    • Three humanitarian advocacy/policy capacity building sessions for affected country offices, partners as needed, and ECA regional team.
    • Identification and prioritization of regional humanitarian advocacy objectives and opportunities for CARE on crises in the Horn of Africa, including key targets and forums for influencing, and CARE's value-add.

    Required Knowledge and Experience

    • Degree in a related field (international affairs, law, humanitarian studies, social sciences, women's studies, etc.) and 5+ years relevant humanitarian advocacy experience - ideally in the region.
    • Comprehensive understanding of the humanitarian architecture, including governing and participating bodies, at the international, regional, and country levels.

    Technical Competencies

    • Demonstrated track record in humanitarian advocacy, particularly in designing humanitarian advocacy initiatives and generating policy and advocacy message and guidance.
    • Experience with different parts of the humanitarian system—working for local or national NGOs, for example, or for donors, governments, or regional bodies.
    • Strong knowledge of the international legal framework.
    • Outstanding analytic abilities.
    • Excellent written and spoken English language skills .
    • Strong communication and diplomatic skills, including in cross-cultural work contexts
    • Sound personal organizational skills, including excellent time management, ability to meet deadlines, prioritize tasks, and work under pressure.
