    Corporation Secretary & Head of Legal Services

    Vacancy No. KNRA/03/2023

    For appointment to this Grade, a candidate must have: –

    • A minimum of twelve (10) years relevant work experience, five (4) of which must be in senior management position;
    • Bachelor’s Degree in law (LLB) or any other relevant and equivalent qualification from a recognized institution;
    • Master’s Degree in law (LLM) or any other relevant and equivalent qualification from a recognized institution;
    • Postgraduate Diploma in Laws from the Council of Legal Education;
    • Membership to the Law Society of Kenya and in good standing;
    • Advocate of the High Court of Kenya;
    • Valid and current Practicing Certificate;
    • Must be a Certified Public Secretary of Kenya (CPS-K);
    • Leadership course lasting not less than four (4) weeks from a recognized institution;
    • Proficiency in computer applications; and
    • Fulfilled the requirements of Chapter Six (6) of the Constitution of Kenya.

    Duties and Responsibilities:-

    • Safeguard the Authority by ensuring it is adequately defended before the Courts of law, and Tribunals;
    • Provide legal support to the Technical Directorates and departments in the development and review of regulations, guidelines and procedures;
    • Provide guidance in scope of public communication;
    • Draft, review and amend where necessary contractual instruments entered into between the Authority and third parties;
    • Review contracts or other documentation where the Authority has committed itself and assess legal implications necessary for the attention of Management;
    • Provide legal advice and interpretation of statutes, subsidiary rules, and regulations;
    • Manage, review, and monitor progress and status of outstanding litigation;
    • Issue instructions, liaising with the Authority’s external advocates with a   view to ensuring they act in the Authority’s interest while handling cases on its behalf;
    • Ensure timely preparation and circulation of Board and Committee Papers and Minutes;
    • Initiate, review, draft necessary instruments for business transactions and prepare and an advisory checklist to be adopted for purposes of ensure the information necessary for the preparation of the instrument is submitted on time;
    • Ensure the Authority complies with constitutional, regulatory and relevant laws in force through the provision of legal advisory services;
    • Ensure risks arising from contractual engagements are effectively and efficiently managed;
    • Provide advice to management on all legal, regulatory and contractual matters;
    • Custodian and accountability of the Authority’s seal, securities, agreements, minutes, Titles and other legal instruments;
    • Establish, Maintain and update the Register of Conflict of Interest.
