    County Project Coordinator

    Job Purpose: ICL seeks the County Project Coordinator for HIV Prevention and Treatment Project, and Henry Jackson Foundation supports the project through WRP. The position is based in Bomet County with regular travel to other organization sites in Kenya. The successful candidates are expected to drive the project to achieve its objectives and act as change agents supporting a culture of performance and accountability within the project counties.

    Job Responsibilities:

    • Provide technical oversight, strategic direction, and definition of project activities within the areas of HIV prevention and linkage and Sexual Reproductive Health
    • Establish and implement a system to ensure technical quality of project activities;
    • Develop and/or update evidence-based training materials, standards, job aids, curricula, and/or supervisory systems needed for implementation of the project to meet the needs of the counties and the donor;
    • Promote relevant adult and youth-friendly prevention and clinical services and demand creation to increase awareness, acceptability, and uptake of these services;
    • Work in close coordination with county health management teams to ensure the provision of standardized, evidence-based interventions that are designed to increase uptake of the services by the target populations
    • Provide mentoring and capacity building at the health providers levels at community and health facilities on Key Population programming;
    • Coordinate advocacy, demand generation, and policy support across the county and lead the formulation of innovative approaches for scale-up of targeted HIV prevention and linkage services;
    • Actively participate in a relevant technical advisory/working groups and professional forums representing ICL;
    • Work with MEL staff to design and implement a plan to track data/results to inform adjustments in project implementation;
    • Collaborate with all local stakeholders and implementing partners to ensure activities conform to requirements and regulations;
    • Document successes, lessons learned, and challenges in implementation and contribute to reports of project activities and results to the donor, including routine quarterly and annual reports, and other reporting requirements as requested;
    • Document and maintain an inventory of successful tools and approaches within their technical areas of expertise;
    • Supervise County teams and offer support to related programs in the organization;
    • Maintain excellent relationships with the donor and stakeholders and develop rapid responses to requests;

    Minimum qualifications

    1. A bachelor’s degree in public health, health administration, social science, or a related field;
    2. 3+ years of experience implementing and/or providing technical assistance in HIV prevention and treatment, including PrEP;
    3. Demonstrated capabilities in capacity building at the community and facility level county health systems and experience working effectively with the devolved county health programs in Kenya;
    4. Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with donors and representatives from other key stakeholders such as NGOs, CSOs, and the private sector within the county;
    5. Excellent verbal, written interpersonal, and presentation skills in English;
    6. Proficiency in Microsoft Office;
    7. Proven leadership in the design, management, implementation, and monitoring & evaluation of donor-funded programs such as PEPFAR;
    8. Knowledge of PEPFAR policies and procedures preferred.

    Knowledge and skills

    • In-depth knowledge of the Kenyan public health sector and clinical settings, including governmental and non-governmental settings
    • Demonstrated interpersonal skills and ability to work well with others, including developing and maintaining compatibility among program staff, health care workers, county and sub-county officials, consultants, sub-awardees, program beneficiaries, other stakeholders.
    • Demonstrated management and team-building skills, including relevant experience in direct supervision of professional staff
    • Articulate and communicate in a clear, professional manner with clients and staff.
    • High degree of proficiency in written and spoken English communication, including presentation and training skills
    • Sensitivity to cultural differences and understanding of the social, political, ethical issues surrounding HIV infections
    • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision and well-developed computer skills.
