    Deputy Chief of Party

    Overview:

    IBTCI is seeking a Deputy Chief of Party (DCOP) for the Somalia Monitoring and Learning Project, headquartered in Kenya.  The purpose of this contract is to verify and provide independent confirmation of humanitarian aid programs in Somalia. Kenyan Nationals Only.

    Responsibilities

    Essential Duties/Tasks and Responsibilities:  

    • Serve as Technical lead for project methodology and design deliverables (Monitoring Plan, Monitoring Schedule, Site Visit Tools, Reports and Protocols).
    • Lead the technical preparation of Monitoring Cycles: Lead site visit selection and site visit implementation oversight; Coordinate and lead planned Data Quality Assessments.
    • Lead technical management of Third Party Monitoring subcontractors and short-term consultants supporting monitoring and verification activities.
    • Contribute and Support learning activities.
    • Support the COP as a contributing developer of content for external workshops and trainings.
    • Support the COP as liaison with client, IPs and other stakeholders;
    • Any other duties as assigned by the COP and/or HO.

    Qualifications

    Required Skills, Knowledge and Abilities:

    • Demonstrated experience conducting quantitative and qualitative field research in conflict zones.
    • Previous experience working on programs implemented in Somalia preferred.
    • Proven experience managing sub-contractors is desirable.
    • Previous experience implementing a USAID-funded program is desirable.

    Minimum required experience:

    • At least seven (7) years of progressively responsible related experience, with at least two (2) of those years managing teams and one (1) year working in conflict zones required.
    • Previous experience providing technical support to third-party monitoring projects, M&E support projects or evaluations.

    Education:  Bachelor’s degree in International Affairs, Social Science, Statistics or related field required.  Master’s degree preferred.

    Working Environment:  Work is typically performed in an office environment.
