    Deputy Director, Human Resource Management and Development - 1 Post

    The duties and responsibilities of the officer will entail:

    • Coordinating the development and implementation of strategies, policies and procedures in the Department;
    • Providing leadership to foster a culture that promotes teamwork, innovativeness and efficiency in service delivery;
    • Analyzing and implementing recommendations on optimal staffing levels for effective succession planning;
    • Coordinating effective implementation with all legislative requirements to ensure compliance;
    • Providing human resource technical expertise to the Management Advisory Committee;
    • Coordinating the implementation of the staff recruitment, training and development, performance management, compensation, staff welfare programs and staff discipline;
    • Coordinating the implementation of performance contracting targets, work plans and performance reporting;
    • Coordinating and monitoring Departmental budgets and procurement plans;
    • Coordinating knowledge management in the Department;
    • Ensuring risk mitigation measures are in place;
    • Ensuring high-quality standards in the Department;
    • Maintaining departmental records and information;
    • Ensuring implementation of employee health and safety programs.

    Person Specifications
    For appointment to this position, an officer must have:

    • At least twelve (12) years cumulative relevant work experience, five (5) of which should have served at management level;
    • Masters Degree in Human Resource Management, Business Administration with a Human Resource Management or equivalent qualification from a recognized Institution OR Masters Degree or its equivalent qualifications in any of the following fields: Business Management, Public Administration, Finance, Commerce, Human Resource Management, from a recognized Institution;
    • Bachelors Degree in Human Resource Management or equivalent qualification from a recognized Institution; OR Bachelors Degree in Social Sciences/Business Administration/Commerce with Diploma (KNEC) in Human Resource Management or equivalent qualification from a recognized Institution;
    • Management Course lasting not less than four (4) weeks from a recognized institution;
    • Membership to a professional body;
    • Demonstrated merit in work performance;
    • Proficiency in computer application
    • Fulfilling the requirements of Chapter Six of the Constitution only for the successful applicants.
