    Deputy Director Research, Strategy, Planning & Performance Management

    Description

    Duties and responsibilities shall entail:

    • Coordinate the development, implementation, monitoring, review and evaluation of the Council's Strategic Plans.
    • Coordinate preparation, implementation and review of annual work plans, budgets and operational plans.
    • Coordinate development, review, dissemination and implementation of organizational policies, strategies, frameworks and guidelines.
    • Provide technical advice to Management on strategic planning, policy formulation and organizational performance matters.
    • Coordinate the development, implementation, monitoring and evaluation of Performance Contracts and Performance Management Systems.
    • Coordinate monitoring and evaluation of programmes, projects and strategic initiatives and prepare performance reports.
    • Undertake and coordinate institutional research, surveys, feasibility studies and policy analysis to support evidence-based decision-making.
    • Coordinate organizational risk management processes including risk identification, assessment, mitigation, monitoring and reporting.
    • Generate annual performance, statistical and management reports for decision-making.
    • Coordinate alignment of organizational strategies, programmes and projects with national development priorities and sector goals.
    • Support resource mobilization initiatives through proposal development, partnership coordination and donor engagement.
    • Coordinate stakeholder consultations, validation workshops and dissemination of research findings, policies and strategic documents.
    • Promote data-driven decision-making through collection, analysis, interpretation and reporting of organizational data.
    • Coordinate implementation of monitoring, evaluation, learning and reporting frameworks.
    • Supervise, mentor and develop staff within the Department.
    • Prepare departmental work plans, budgets, procurement plans and performance reports.

    Education

    The successful candidate must possess:

    • Master’s Degree in Economics, Statistics, Economics and Mathematics, Economics and Statistics, Economics and Finance, Strategic Management, Public Policy, Monitoring and Evaluation, Development Studies, Project Planning and Management or a related field from a recognized institution.
    • Bachelor's Degree in Economics, Statistics, Economics and Mathematics, Economics and Statistics, Economics and Finance, Strategic Management, Public Policy, Monitoring and Evaluation, Development Studies, Project Planning and Management or a related field from a recognized institution.
    • Membership to a relevant professional body and in good standing where applicable.
    • Certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution.
    • Proficiency in computer applications.

    More Details on Experience

    The candidate must have:

    • Served in the grade of Research, Strategy, Planning and Performance Management Officer for a minimum period of ten (10) years or relevant work experience, three years of which should be in a management position
    • Demonstrated merit and ability as reflected in work performance and results.
