Requirements for appointment

• Served in the public service for a minimum period of three (3) years and in the ICT profession for a minimum period of ten (10) years.
• A Bachelor’s Degree in Computer Science/Information Communication Technology / electrical or Electronic Engineering or any other ICT related discipline from a recognized institution.
• A Master’s Degree in Computer Science /IT or any other ICT related discipline from a recognized institution will be an added advantage.
• Obtained a Professional Certification in Information Technology or other related disciplines from a recognized certifying body.
• Membership in a recognized ICT professional body.
• Demonstrated a high degree of competence in identifying, designing, developing and monitoring information technology projects and Strong written and verbal communication skills, with the ability to effectively communicate complex security concepts to both technical and non-technical audiences.

Duties & Responsibilities

• Coordinate implementation of relevant national policies, legislation, regulations, strategies, standards guidelines and plans on ICT Governance & Information Security;
• Coordinate develop, implement and review County specific ICT policies, strategies, standards, guidelines, regulations and plans;
• Ensure testing of new information security applications and systems;
• Design information security processes and associated matrices;
• Review and evaluate information security specifications before implementation;
• Coordinate setting up and testing of new information security systems;
• Undertake information security risk assessment and mitigation;
• Ensure appropriate data security and access controls including LANS and WANS;
• Define security requirements to ensure effective monitoring of information, security breaches and associated trespass;
• Research on emerging information security threats for the purpose of improvements;
• Develop ICT infrastructure Systems;
• Support and train ICT end users;
• Coordinate repair and maintenance of ICT equipment;
• Ensure security and integrity of information systems, networks, databases and other ICT assets; and
• Prepare periodic reports on status of information security ICT Governance & Information Security.
