Director Accounting Services – 1 Post at County Government of Busia

Duties and Responsibilities

• Directing and coordinating routine & non-routine accounting transactions and related matters; 
• Interpretating Financial policies, regulations and circulars in the County Treasury; 
• Establishing and maintaining effective internal control systems in the County Treasury; 
• Ensuring timely preparation of financial statements and reports; 
• Coordinating IFMIS activities and overall capacity building; 
• Ensuring strict compliance with the Government Financial laws, Regulations and Procedures; 
• Ensuring proper handling of Banking Matters; 
• Coordinating authorization of payment vouchers and approval of payments in the Internet banking system; 
• Liaising with HRM on County Treasury Staff matters 
• Playing advisory role to the Chief Officer and County Executive Committee member on accounting matters; and 
• Any other relevant duty as may be assigned from time to time.

Requirements and Competencies 

• Be a Kenyan citizen
• Have served in a comparable and relevant position in the Public Service for a minimum period of three (3) years or private sector for a minimum period of ten (5) years. 
• Possess a Bachelor’s degree in Business Administration, Accounting, Finance, Commerce or other relevant equivalent qualification from a recognized institution. 
• A holder of a Master’s degree in any of the following disciplines: Business Management/Administration, Finance, Economics or Commerce from a recognized institution will be an added advantage;
• Passed part III of the Certified Public Accountants Examination, CPA (K) or its recognized equivalent;
• Registered with the Institute of Certified Public Accountants of Kenya (ICPAK) and in good standing. 
• A certificate in Strategic Leadership Development Programme lasting not less than Six (6) weeks or its recognized equivalent from a recognized institution;
• Demonstrated professional competence in the field of Accounting Services and shown merit and ability as reflected in work performance and results 
• Computer applications certificate
