    Director County Transactions

    Job Requirement

    For a person to qualify for appointment as director County transaction they must meet the following requirements;

    • Hold Bachelor of Laws (LLB) degree from a recognized university.
    • Must have served satisfactorily as an Advocate of High Court of Kenya for at least five (5) years.
    • Must be a practicing Advocate in the High Court of Kenya in good standing.
    • Must demonstrate excellent leadership organizational problem solving and supervisory skills.
    • Possess a certificate in Senior Management Course from Kenya School of Government or any other recognized institution.
    • Demonstrate excellent negotiation and analytical skills.
    • Meets the requirement of Chapter 6 of the Constitution of Kenya.
    • Demonstrate a proper understanding of public procurement laws.
    • Demonstrate Discretion and an understanding of confidentiality.
    • Demonstrate experience and knowledge of government transactions.

    Job Description

    The primary objective of the office of the director will be to oversee effective implementation of the functions of the directorate and augment the capacity of office of the County Attorney in carrying out the mandate under the office of the County Attorney Act 2020

    Key Duties and Responsibilities:

    • Providing legal advice on Public Procurement, Public Private Partnerships and procurement Contracts at the request of County Sectors, Departments and Entities.
    • Drafting contracts on behalf of the County and its entities.
    • Offering legal advice and opinions on various legal issues. This will involve drafting, vetting, negotiating or interpreting Agreements (including MOUs) before they are signed by County Executives.
    • Providing legal advice on all land transactions involving the County Government.
    • Witnessing all Contracts, Agreements and County Legal Conveyancing documents signed by and on behalf of the County Government.
    • Providing transactional legal advice on the restructuring of County Government entities or agencies in which the County has interest. 
    • Undertaking legal due diligence on contractors and partners for PPP projects and other capital intensive infrastructure projects before their engagement by the County and its entities.
    • Providing Commercial and Transaction legal advice to the County Executive and its entities to ensure that all County Government transactions are undertaken in strict compliance with the law and various policy directives that are in place.
