Director Governor's Delivery Unit at Uasin Gishu County Government

QUALIFICATIONS,REQUIREMENTS, DUTIES AND RESPONSIBILITIES
Requirements for appointment: -

• Bachelor’s degree in Monitoring and Evaluation, Project Management Statistics Economics, Social Science or its equivalent from a university recognized institution;
• Master’s Degree in a relevant field will be an added advantage;
• Knowledge and work experience of not less than ten (10) years, five (5) of which must have been at Senior Management level in the Public Service or Private Sector;
• Proven success in designing, implementing, and operating project M&E systems;
• Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing monitoring and evaluation and/ performance monitoring plans; and
• Experience with data quality assessments and oversight.

Duties and Responsibilities: -

• Provide strategic policy direction for the effective delivery of services by the departments;
• Monitor the implementation of flagship projects contained in the County Integrated Development Plan (CIDP), County Strategic Plan, Sector Development Plans, Annual Development Plans (ADPs), Medium Term Expenditure Framework (MTEF), Medium Term Plans (MTPs), Agenda 2063, and Vision 2030;
• Support the resource mobilization process for implementation of strategic initiatives;
• Strategic communication on the implementation of the CIDP;
• Project monitoring, evaluation and reporting on the implementation status;
• Research and report trends in implementation of flagship projects;
• Implement and manage public participation and information system on development matters
• Organize inter-departmental field missions on key priority projects, identify bottlenecks and millstones to inform and advise the office of the Governor.
• Solicit and analyze public opinions on priority projects to advise decision making processes for the county.
• Plan, monitor and evaluate performance of staff against the set targets.
