    Director Internal Audit

    Duties and Responsibilities

    Duties and responsibilities at this level will include:

    • Spearheading the formulation and implementation of internal audit policies, institutional strategies, frameworks, and professional practices
    • Ensuring institutional compliance with internal audit statutes, government policies, applicable laws, regulations, and regulatory frameworks
    • Overseeing governance mechanism assessments, institutional accountability systems, and providing executive assurance on risk management processes
    • Managing strategic risk-based audit programmes, value-for-money assessments, and systems audits to strengthen internal controls
    • Supervising organizational information system evaluations, decision-support mechanisms, and effectiveness of performance management systems
    • Leading budgetary performance reviews, financial management assessments, and transparency and accountability mechanisms
    • Overseeing Enterprise Risk Management effectiveness, organizational control systems, and special audits and investigations
    • Managing audit reporting, coordinating presentations to institutional committees, and providing secretariat services to the Audit Management Committee
    • Supervising implementation of audit recommendations, institutional impact assessments, and follow-up on corrective actions
    • Coordinating institutional risk assessment processes and monitoring effectiveness of risk mitigation strategies
    • Managing quality assurance programmes for audit activities and ensuring compliance with professional auditing standards and best practices
    • Spearheading development and implementation of departmental work plans, performance management, budgets, procurement plans, and ensuring prudent resource utilization
    • Mentoring, coaching, and training staff within the department

    Job Specifications

    For appointment to this grade, an officer must have:

    • A cumulative period of fifteen (15) years relevant work experience, three (3) of which must have been at the grade of Deputy Director, Internal Audit or in an equivalent or comparable position
    • A Bachelor’s degree in Finance, Accounting, Commerce (Finance/Accounting option), Business Administration (Finance or Accounting option), Business Management (Finance or Accounting option), or an equivalent qualification from a recognized and accredited institution
    • A Master’s degree in Finance, Accounting, Business Administration (Finance and Accounts option), Business Management (Finance or Accounting option), or an equivalent qualification from a recognized and accredited institution
    • Certified Internal Auditor (CIA) or an equivalent professional qualification
    • CISA or an equivalent qualification where applicable
    • Membership in the Institute of Internal Auditors Kenya (IIA) or another relevant professional body, in good standing
    • A leadership course lasting not less than four (4) weeks from a recognized institution
    • Proficiency in computer applications
    • Demonstrated thorough understanding of national goals, policies, and development objectives, and the ability to translate them into compliance and performance management programmes

    • Tax Compliance Certificate from Kenya Revenue Authority (TCC);
    • Certificate of clearance from Higher Education Loans Board (HELB);
    • Certificate of good conduct from the Directorate of Criminal Investigations (DCI);
    • Dully filled and stamped Self-Declaration/Clearance from the Ethics and Anti-Corruption Commission (EACC); and
    • Clearance certificate from approved Credit Reference Bureau (CRB).
