    Director Legislative Affairs

    Job Requirement
    A person shall be qualified for appointment as Director Legislative Affairs if;

    • That person holds a law degree from a recognized University.
    • Has a minimum of five (5) years continuous practice post admission experience.
    • Holds a valid practicing certificate.
    • Demonstrates experience is Legislative Drafting
    • Meets the requirements of chapter six of the constitution of Kenya 2010.
    • At least three (3) years’ experience in a supervisory role.
    • Demonstrates excellent communication skills, organization, leadership, Legal drafting, research and reporting skills.
    • Holds a Certificate in Legislative Drafting.
    • Holds a Senior Management Certificate from a recognized institution.

    Job Description

    Job Objective

    • The Primary objective of the office of the Director Legal Legislative Affairs will be to oversee the effective implementation of the functions of the Office of the County Attorney and argument the capacity of the office of the County Attorney in carrying out its mandate under the Office of the County Attorney, Act 2020. The director will ensure that the County Government is offered the relevant Legislative support.

    Key Duties and Responsibilities:

    Reporting to the County Attorney, the Director Legislative affairs will be responsible for:

    • Drafting of Bills and Subsidiary Legislation, for introduction to the County Assembly.
    • Preparing Acts of the County Assembly and subsidiary Legislation for publication.
    • Ensure Publication of Acts and subsidiary legislation enacted by the Nairobi County Assembly in the Kenya Gazette.
    • Communicating legal advice to entities, sectors and departments upon receipt of drafting instructions.
    • Participating in preparing the County Finance Bill.
    • Advising the County Government and its entities on legislative affairs and other legal matter.
    • revision of County Laws.
    • Preparing advisory opinions on the propriety or otherwise of County Assembly Bills for assent.
    • Monitoring and tracking bills before parliament and the County Assembly and bringing them to the attention of the County Attorney for review, legal advice or consideration as the case may be.
    •  Attending the passage of bills in the County Assembly.
