    Education in Emergencies Adviser

    About the role

    We are currently looking for an Education in Emergencies Adviser to join our team. As an EiE Adviser, you will be responsible for developing and articulating education in emergencies program strategies across all humanitarian contexts – acute first phase responses, protracted crisis and the nexus, in complement to existing local capacity. In close coordination with the program operations team, you will provide technical guidance and oversight in the development, implementation, monitoring and reporting of all education activities, ensuring they are implemented in a high quality, relevant and timely manner.

    You will bring to the role experience in working with a large Education team of diverse culture; experience in setting strategic direction of EiE programme in a large and/or complex humanitarian response especially at the onset; and, experience of implementing awards funded by institutional donors with medium to high levels of compliance requirements. 

    To be successful in the role you will be proficient in at least one of the following languages in addition to English: French, Spanish, or Arabic. 

    Programme Development and Support:

    • Lead on developing a full spectrum Education Strategy and contribute to Save the Children’s overall country/response strategy. Collaboration should include the education team and key stakeholders such as government officials, UN and national education counterparts. 
    • Develop and update the Response Education strategy and thematic plan, Emergency preparedness plans, Master Budget in line with the country strategic plan and evolving context.
    • Lead technical analysis of sector data to inform response interventions and strategies. Sector data includes but not limited to Humanitarian Needs Overviews, Humanitarian Response Plans, Sector Needs Assessments, Monitoring and Reporting Mechanisms etc.
    • Through close collaboration with other sector specialists, ensure Education Strategy efficiently integrates with other sector approaches, ensuring holistic child development across sectoral lines (Child Protection, Child Rights Governance, Child Poverty, WASH, Health and Nutrition etc)
    • Lead the roll-out of the Quality Learning Environment Framework across response programme, embedding into program development, design and accountability;
    • Cultivate a strong education team across various departments and teams (Program operations, Award Management Unit, Monitoring Evaluation Accountability and Learning, Advocacy and Communications) to ensure a unified Education Strategic vision
    • In coordination with Awards Management Unit, be the technical lead on fundraising for the Education sector, including development of high-quality concept notes and proposals, and engagement with donors’ technical advisers
    • Contribute to and ensure quality programme and donor reports in compliance with internal Save the Children requirements and any relevant external donor requirements.
    • Develop risk assessment and mitigation strategy for the organization’s operations in the education sector.
    • Working closely with the HR team, lead on identifying Education staffing needs (national and international) and ensure rapid recruitment, induction and training of new staff
    • Play a leadership role in shaping Education communications and media priorities in line with thematic priorities, acting as a spokesperson when required.
    • Ensure child participation principles are institutionalized within education programming.
    • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter, INEE and Red Cross Code of Conduct.
    • Ensure the application of the Core Humanitarian Standard on Quality and Accountability throughout the responses.

    QUALIFICATIONS 

    • Master’s Degree in Education, International Relations, Development studies or similar field, or 10 years work experience in relevant technical field.
    • Minimum 5 years’ experience of working in Education programmes in a humanitarian or development context.

    EXPERIENCE AND SKILLS

    Essential

    • Previous experience of working with a large Education team of international and national staff
    • Capacity to support the development of monitoring & evaluation systems in large complex programmes
    • Demonstrated ability to set up learning and development processes in humanitarian settings
    • Previous experience of implementing awards funded by institutional donors with medium to high levels of compliance requirements, e.g. ECHO, CIDA, USAID, OFDA, DfID.  European donors, European Commission or Scandinavian experience is preferred.
    • Knowledge of key education standards, in particular INEE
    • Proven ability of mentoring, coaching and training on Education related topics.
    • Experience of senior level representation
    • Understanding and experience engaging with humanitarian coordination mechanisms
    • Experience of developing and negotiating successful partnerships with institutional donors
    • Ability to write clear and well-argued assessment and project reports
    • Excellent communication skills
    • Proven ability to influence change at an operational and strategic level.
    • Politically and culturally sensitive with qualities of patience, tact and diplomacy
    • English language, proficiency in another language is highly desirable: either French, Spanish, Arabic or other working language relevant to the country of deployment.
