    Cash and Voucher Assistant Adviser

    About the role

    We are currently looking for a Cash and Voucher Assistant Adviser to join our team. As a CVA Adviser, you will generally be deployed to support preparedness activities, or – when in a humanitarian response – to support the design, set up, and/or implementation and monitoring of CVA programmes in an emergency response. You will be expected to advise on all aspects of designing, setting up, and/or managing and monitoring all operational areas (including budget development and management, agency coordination and representation, security, logistics, compliance with internal policies and procedures and management of teams) of cash & voucher assistance in complement to existing local capacity

    You will bring to the role significant and relevant overseas experience in designing, managing and implementing CVA for a broad range of institutional donors; and, management experience of operational aspects of CVA. 

    To be successful in the role you will be proficient in at least one of the following languages in addition to English: French, Spanish, or Arabic. 

    KEY AREAS OF ACCOUNTABILITY : 

    • Support country teams to build CVA operational preparedness. 
    • Support country teams to deliver and scale up CVA in a timely manner, following SCI’s processes and procedures and working closely with the CHTT CVA team. 
    • Inputting into preparedness plans, leading or supporting preparedness activities (e.g. SOPs, RACI matrix, feasibility assessments, framework agreements with financial service providers, pre-crisis market assessments, etc.); and generally collaborating with global, regional and country teams to increase CVA Operational Readiness.
    • Lead and oversee the assessment, selection and contracting of cash transfer service providers by working closely with supply chain teams at local, regional and Centre level to ensure SCI CVA operational minimum requirements are in place. 
    • Support the Team Leader and technical advisors in all sectors (e.g. nutrition, education, child protection, WaSH, FSL) in developing response and sectoral strategies, project proposals and log frames through input and advice in relation to CVA intervention design (i.e. expected outcomes, child sensitivity, modality, targeting approach, amount, duration, frequency, MEAL indicators) as well as its operational elements (i.e. around acceptance, feasibility, organisational capacities, risk management, delivery mechanisms, timeframes, compliance). 
    • Provide support to the planning, management and implementation of CVA interventions working closely with Response, Programme, and Operations Teams, procurement teams, finance, security, and  technical sector advisors, 
    • Ensuring compliance with SCI and donor requirements and applying programme quality standards developed by the CHTT CVA team. The incumbent will ensure relevant external and internal approvals are requested and received in time according to activity workplans, so transfers are delivered in a timely fashion. 
    • Provide support to the Response Team Leader in finalizing and ensuring the uptake of CVA Responsible, Accountable, Supporting, Consulted, Informed (RACI) matrix and Standard Operating Procedures based on existing guidance, templates, training materials, and in a way that responsibility and accountability lines for CVA are clearly defined across teams and staff. 
    • Provide advice to the Response Team Leader around advocacy messages concerning CVA, to be for internal and external use, in line with the latest available global evidence, lessons learned, guidance and global debate.
    • Support the procurement of financial services and other relevant services (e.g. production and printing of vouchers) in line with SCI procurement manual and relevant procedures. 
    • Introduce the necessary context-specific adaptations and deliver child-sensitive CVA training to operations department and technical sector advisors, based on existing training materials by the Save the Children CVA Team, CaLP, and others, ensuring alignment with quality standards and policies set at the global level. 
    • Lead on the development and update of MEAL framework and instruments for CVA.
    • Work with Operations and Safety and Security colleagues to develop and implement effective safety and security procedures for specific cash & voucher activities.
    • Manage and motivate in-country or response staff to perform highly in their respective roles and responsibilities. This may include leading on staffing structure, recruitment, performance management and implementing staff welfare policy where appropriate. 
    • Coach and mentor national staff counterparts and contribute to capacity strengthening at field and national level by designing and delivering CVA trainings and other capacity building initiatives as needed.
    • Identify, document and proactively share learnings from the technical design as well as the implementation of the operational aspects of CVA with the Save the Children CVA Team, as well as with national, regional and Centre teams, taking part in the update of tools, guidance, and training by the Cash & Market HTWG as and when needed.
    • Amplify voices of local humanitarian actors including community-based groups and support their participation and representation to influence the inter-agency coordination forums
    • This includes identifying strategic implementation approach (direct implementation, partner implementation, partner-led) with the aim to complement local response capacity

    EXPERIENCE AND SKILLS

    Essential 

    • Previous emergency experience  
    • Significant and relevant overseas experience in designing, managing and implementing CVA for a broad range of institutional donors
    • Management experience of operational aspects of CVA. 
    • Experience in the introduction of internal controls systems to support CVA delivery in the areas of financial management, logistics, security and programme delivery. 
    • Demonstrable understanding of M&E and beneficiary accountability 
    • Education: MA / MSc level or equivalent field preferablly in economics, and with finance or logistics experience 
    • National team and/or small ex-pat team line management experience 
    • Experience of working in insecure environments and adapting internal processes to mitigate security risks 
    • Understanding of field level representation with key stakeholders and co-ordination with other NGOs/UN 
    • Good attention to detail 
    • Cultural awareness and ability to build relationships quickly with a wide variety of people

    Education in Emergencies Adviser

    About the role

    We are currently looking for an Education in Emergencies Adviser to join our team. As an EiE Adviser, you will be responsible for developing and articulating education in emergencies program strategies across all humanitarian contexts – acute first phase responses, protracted crisis and the nexus, in complement to existing local capacity. In close coordination with the program operations team, you will provide technical guidance and oversight in the development, implementation, monitoring and reporting of all education activities, ensuring they are implemented in a high quality, relevant and timely manner.

    You will bring to the role experience in working with a large Education team of diverse culture; experience in setting strategic direction of EiE programme in a large and/or complex humanitarian response especially at the onset; and, experience of implementing awards funded by institutional donors with medium to high levels of compliance requirements. 

    To be successful in the role you will be proficient in at least one of the following languages in addition to English: French, Spanish, or Arabic. 

    Programme Development and Support:

    • Lead on developing a full spectrum Education Strategy and contribute to Save the Children’s overall country/response strategy. Collaboration should include the education team and key stakeholders such as government officials, UN and national education counterparts. 
    • Develop and update the Response Education strategy and thematic plan, Emergency preparedness plans, Master Budget in line with the country strategic plan and evolving context.
    • Lead technical analysis of sector data to inform response interventions and strategies. Sector data includes but not limited to Humanitarian Needs Overviews, Humanitarian Response Plans, Sector Needs Assessments, Monitoring and Reporting Mechanisms etc.
    • Through close collaboration with other sector specialists, ensure Education Strategy efficiently integrates with other sector approaches, ensuring holistic child development across sectoral lines (Child Protection, Child Rights Governance, Child Poverty, WASH, Health and Nutrition etc)
    • Lead the roll-out of the Quality Learning Environment Framework across response programme, embedding into program development, design and accountability;
    • Cultivate a strong education team across various departments and teams (Program operations, Award Management Unit, Monitoring Evaluation Accountability and Learning, Advocacy and Communications) to ensure a unified Education Strategic vision
    • In coordination with Awards Management Unit, be the technical lead on fundraising for the Education sector, including development of high-quality concept notes and proposals, and engagement with donors’ technical advisers
    • Contribute to and ensure quality programme and donor reports in compliance with internal Save the Children requirements and any relevant external donor requirements.
    • Develop risk assessment and mitigation strategy for the organization’s operations in the education sector.
    • Working closely with the HR team, lead on identifying Education staffing needs (national and international) and ensure rapid recruitment, induction and training of new staff
    • Play a leadership role in shaping Education communications and media priorities in line with thematic priorities, acting as a spokesperson when required.
    • Ensure child participation principles are institutionalized within education programming.
    • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter, INEE and Red Cross Code of Conduct.
    • Ensure the application of the Core Humanitarian Standard on Quality and Accountability throughout the responses.

    QUALIFICATIONS 

    • Master’s Degree in Education, International Relations, Development studies or similar field, or 10 years work experience in relevant technical field.
    • Minimum 5 years’ experience of working in Education programmes in a humanitarian or development context.

    EXPERIENCE AND SKILLS

    • Previous experience of working with a large Education team of international and national staff
    • Capacity to support the development of monitoring & evaluation systems in large complex programmes

    New Business Development Manager

    We are currently looking for a New Business Development Manager to join our team. As a New Business Development Manager, you will support the development of a response funding strategy, in line with the Country Strategic Plan Funding Strategy. You will also lead in portfolio and pipeline planning, donor engagement, and operationalisation of the funding strategy, by working closely with the awards management team. 

    You will bring to the role experience in identifying and securing funding from government donors, multilateral agencies, corporate donors and/or foundations; experience in leading a development of large-scale proposals, including the development of project budgets greater than $3 million; and experience in coordinating and preparing successful proposals and reports for major humanitarian donors (i.e. ECHO, DFID, USAID). 

    KEY AREAS OF ACCOUNTABILITY:

    Strategic Portfolio Planning – 10%

    • Analyse the current portfolio, identify trends and approaches that inform a strong funding strategy and grow the business opportunity pipeline.
    • Design and implement the funding strategy and ensure coordination among country office teams and other stakeholders within Save the Children (e.g. members) to deliver on funding targets.
    • Understand and effectively communicate the country’s pipeline and priority funding gaps, as agreed with the country leadership. These may include thematic/program gaps, co-financing gaps, and operational sustainability gaps.
    • Undertake portfolio planning activites: Working closely with Save the Children members and other stakeholders, undertake a donor mapping against response focused sectors, develop a funding strategy, structure and track engagement with key donors. 
    • Identify and track relevant upcoming funding opportunities through desk-based research, advance intelligence gathering, donor websites and strategy papers for INGOs, private sector, government institutional donors, trusts and foundations and major donors that have a national or regional presence. 
    • Maintain and build capacity in systems or processes for collecting donor, implementing partner, and competitor intelligence and information.
    • Proactively work with regional offices and members to drive improvement in strategic portfolio planning.
    • Assess competitiveness through capture planning, gather all relevant data & make reommendations in order to help SMT make informed Go/No Go decisions, and adequately resource teams to pursue all strategic funding opportunities.

    New Business Development – 60% 

    • Lead coordination and delivery of high quality Concept Notes and Proposals.  
    • Opportunity: Coordinate collaborative, data-driven Go/No-Go decisions, undertake pre-proposal activites including capture planning, analysing the funding opportunity, and gathering intel on the donor and other actors
    • Proposal development: Alongside PDQ and TE teams, coordinate project design workshops to develop concept papers, full proposals, and budgets, ensuring that high quality standards are met and that proposals meet donor and member requirements; clearly identify roles and responsibilities and key actions for proposal development and ensure that there is a robust internal review process in place to ensure quality proposals are submitted; ensure that all relevant Programmes, Operations and Support teams such as HR, Awards, Procurement, IT, Finance are fully and proactively involved in the development of new proposals.
    • Conduct After Action Reviews and carry out in depth reviews of unsuccessful proposals to identify reasons and any lessons learned. Document, share and develop plans to address identified weaknesses. 
    • Work with Monitoring, Evaluation, Accountability, and Learning (MEAL) and Communication teams to develop marketing materials and presentations for external use.
    • Drive inter-departmental and member coordination for proposal development and monitoring of the proposal development calendar.
    • In coordination with the PDQ Director, review the current proposal pipeline and strategic funding opportunities; lead on the review of proposal development process to ensure effective coordination of all functions. 
    • In collaboration with Members and account managers, ensure that all appropriate donor formats are available in-country and that key contributing staff have a clear understanding of donor requirements for proposals.  

    Relationship Management – 10% 

    • Support the Country Director, PDQ Director, and Technical teams to build strong relationships and funding partnerships. 
    • Together with respective Member Offices, lead donor engagement by establishing positive relationships with donors, scanning of funding opportunities and raising profile of SCI with key donors, leading to increased funding from target donors.
    • Ensure teams follow best practices for planning and undertaking stakeholder engagement with identified prospects and ongoing key partnerships.

    Capacity Building – 10%

    • Use the NBD Competency Framework and NBD Toolkit to ensure best practice, ways of working, and continuous learning will improve future NBD efforts. 
    • Transfer knowledge and best practices to the response/County Office, through training, Q&A sessions, mentoring, etc.
    • Recruit, train and manage new business development staff and/or work closely with existing country staff and ensure a good handover at end of mission.  
    • Carry out inductions and staff trainings for new business development procedures, donor requirements etc.  
    • Contribute to continuous improvement of Save the Children’s new business development processes and systems, guidance and tools, for use in emergencies.  

    Forming Partnerships – 10% 

    • Proactively guide and support programme development and quality (PDQ) and technical expertise (TE) teams to rigorously assess the strengths and weaknesses of potential strategic partnerships for programme development and implementation.
    • Support country leadership’s strategic decision making to form programming consortia which strengthen both programming and resource mobilization outcomes.

    Additional:

    Additional job responsibilities

    • The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties commensurate with their skills and experience.
    • The postholder will be available to deploy to all phases of a humanitarian response within 72 hours for between 2 – 16 weeks.  
    • Within a 12 month period, 50% - 70% of time will be spent on deployment (approx. 6 – 8 months of the year excluding annual leave). While 30 % - 50% of time will be spent undertaking work at the base location (approx. 2 – 4 months excluding annual leave).
    • The post holder is required to work outside normal working hours in the event of a large scale emergency.

    Deputy Team Leader – Programme

    We are currently looking for a Deputy Team Leader – Programme to join our team. As a Deputy Team Leader - Programme, you will ensure that humanitarian programmes delivered are to the appropriate scale, scope, quality and accountability expected of Save the Children, and incorporate a child focused lens.  You will play a leading role in the effective scale up in complement to existing local capacity and management of Save the Children emergency programmes to increase impact and enable positive change for children.

    You will bring to the role  significant senior management experience, including  leading a diverse, multi-function and/or multi-sector team at a senior management level and experience of managing multi-donor, multi-site programmes (including ECHO, DFID and OFDA) of GBP 5m+ in a first phase response at regional or country level.

    Response Team Leader

    We are currently looking for a Response Team Leader to join our team. As a Team Leader, you will generally be deployed to manage a large and/or complex response, and to provide response oversight and strategic direction to the country programme in collaboration with the Country Director and the Operations and/or Humanitarian Director.

    You will bring to the role  significant senior management experience, including  leading a diverse, multi-function and/or multi-sector team at a Country Director or other relevant SMT level and experience of managing multi-donor, multi-site programmes (including ECHO, DFID and OFDA) of GBP 5m+ in a first phase response at regional or country level. 

    KEY AREAS OF RESPONSIBILITY:

    • Assume overall oversight of country-wide or regional, most often categorised as Category 1 or 2 emergency response in collaboration with the Country Director and other relevant CO SMT members, or where applicable set up response programmes in countries with no SC presence.
    • Ensuring strict compliance of programme activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct.
    • Lead on country or regional level strategic planning for the humanitarian response to ensure an effective emergency response in all of its phases of delivery. This includes identifying strategic implementation approach (direct implementation, partner implementation, partner-led) with the aim to complement local response capacity.
    • Having oversight over the development of relevant master budgets, aligned with the Response Strategy objectives, for the duration of the response and for multiple sites and multiple sectors where appropriate. S/he will take overall leadership on the implementation of the Response relevant national level budgets, while keeping relevant stakeholders informed and ensuring any corrective actions are taken where required. 
    • In coordination with relevant (E)SMT level members from both the Response and CO teams, s/he will ensure the preparation of a timely programme delivery and submitting the donor reports on project activities in compliance with internal SCI requirements and any relevant external donor requirements.
    • Ensuring that the relevant project monitoring plans and systems for identifying and tracking the indicators and develop processes/procedures and forms to support monitoring and inform learning are established and implemented.
    • Ensure optimal safety and security management procedures and practices are in place for the emergency response programme and continually monitor the safety and security situation, adapting staff safety and security procedures accordingly in collaboration and cooperation with the Country Security Manager.
    • Oversee effective functioning of logistics systems to procure, store and distribute stock, supplies and services for the timely delivery of project objectives at national level
    • Ensure the application of the Core Humanitarian Standard on Quality and Accountability throughout the responses.
    • Plan, identify and resource appropriate and effective structure & staffing needs for entire response; In liaison with the HR Director ensuring that personnel policies are in accordance with national laws)
    • Oversee the development & implementation of staff well-being (policy) and ensure appropriate staff well-being and R&R policy and processes in place

    Capacity Strengthening:

    • Ensure that capacity strengthening plans and performance management systems are in place to develop the requisite competencies in staff and key partners to improve local preparedness and response capacity to ensure ongoing sustainability and quality of response
    • Coach and mentor international staff and national level counterparts and link in to wider organisational talent development mechanisms.

    Representation & Advocacy & Organisational Learning:

    • Represent Save the Children’s emergency response on a national, regional and international level to donors, the media and members of the humanitarian community. 
    • Help shape broader sector strategies through influence of and leadership within inter-agency coordination forums, ensuring the specific needs of children are being addressed
    • Amplify voices of local humanitarian actors including community-based groups and support their participation and representation to influence the inter-agency coordination forums

    Partnership Manager

    ROLE PURPOSE:

    The Partnership Manager will be responsible for:

    • Supervising civil society partner selection processes
    • Leading the overall capacity assessment process, as well as capacity building plans, ensuring partners have the tools and support to deliver on projects, strategy and services for children in Poland.
    • Supporting program managers with the tools and approaches for partnership engagement for effective programming
    • Advise all departments to ensure partner compliance/accountability.

    KEY AREAS OF ACCOUNTABILITY

    General:

    • Participate in planning and developing a civil society partnership-based programme.
    • Lead on the development of the partnership capacity strengthening programme.
    • Support the Programme Managers in preparing revising and following up on project implementation plans, capacity building plans and reporting requirements.
    • Coordinate with SC technical departments to provide training to partners and support them in implementing quality interventions in line with SCI standards and humanitarian principles.
    • Support the Programme Managers and the partners in proposal and budget development.
    • Maintain a well-structured filing system for all partnership projects, including: project reporting, photos, videos, and other means of verification, as well as detailed beneficiary records. 
    • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of crisis or emergency.
    • Manage the partners’ documents and beneficiaries’ records confidentially and professionally.
    • Any other tasks assigned by their line manager.

    Partnerships:

    • Identify/assess potential new partners as per SCI standards and requirements
    • Supervise Save the Children sub-grant allocation processes (negotiated agreements and call for proposals).
    • Take the lead in reviewing civil society partner grant applications
    • Manage Partner – SC – Donor reporting flow, including verification of Partner accountability documentation
    • With the Programme/Field Manager, coordinate with different partners and stakeholders who are responding to guarantee better coordination by attending different working groups meetings.
    • Prepare the terms of partnership/MoUs and any sub grant agreements with the verified and approved partners.
    • Keep track of technical, operational, HR, financial and grants questions with partners and facilitate support from relevant SCI departments to ensure continuous support throughout the programme cycle.
    • Follow up on partners payments and facilitate the process with SCI finance team and partners by providing all the needed documents as per SCI procedure.
    • Work with other functional departments to participate in verification visits of partners throughout the project cycle.

    Capacity Building:

    • In coordination with relevant SCI functions, assess partners’ institutional capacity through a thorough assessment to identify strengths, weaknesses, opportunities and threats.
    • Lead on Developing and following up on SCI partners Capacity building plan and outcomes in line with the capacity building assessment results.
    • Facilitate and follow up on the provision of technical advice by SCI technical / Support departments or external actors to provide capacity building and monitoring services to SCI partners.
    • Support SCI partners in grants management and ensure that the partners meets SCI accountability, reporting and MEAL requirements.
    • Review partners’ narrative and financial submitted reports and provide feedback to SCI programme Manager as well as on going coaching and monitoring to partners at all levels.

    • Supporting with the development of and review of the partnership approach/strategy to ensure that SCI remains flexible to the needs in Poland.
    • Where required support partners and SCI staff develop joint program strategies and approaches in order to be more effective in our work

    Water, Sanitation, and Hygiene (WASH) Adviser

    We are currently looking for a Water, Sanitation, and Hygiene (WASH) Adviser to join our team. As a WASH Adviser, you will be expected to lead on sectoral assessment, programme design and master budgeting, coordination, and support fundraising, recruitment and procurement. The post holder will ensure that the programme design complements existing local capacity.

    You will bring to the role experience of working within a senior management role within a complex country programme in an emergency response or fragile state, and managing a WASH team at national level; previous first phase emergency response experience; and, previous experience of WASH project management and programme coordination, implementing WASH programmes within donor constraints, on time and within budget.

    Safeguarding Adviser

    We are currently looking for a Safeguarding Adviser to join our team. As a Safeguarding Adviser, you will support the response team to identify and mitigate safeguarding risks to children and adults in the affected populations. You will ensure awareness, prevention as well as safe and accessible reporting and response mechanisms are place.     QUALIFICATIONS AND EXPERIENCE

    Essential:

    • Undergraduate or Masters in Social work Gender, Child Protection,  Child Rights, Human Rights, Humanitarian Action, Anthropology, Development, Conflict or related degree
    • Substantial experience of child and adult safeguarding, PSEAH, Survivor support, within humanitarian or insecure settings, including leading or participating in responding to reports and conducting investigations into serious incidents including , SEAH of children and adults.
    • Good understanding and experience of supporting child and adult survivors and putting mechanisms in place ensure they access the relevant support available locally and are listen too.
    • Experience living or working in a development context, emergency response contexts or fragile states.
    • Excellent knowledge of Safeguarding policies and supporting teams to put policies into practice;

    • Strong safeguarding practitioner who can transfer skills to others;
