    Cash and Voucher Assistant Adviser

    About the role

    We are currently looking for a Cash and Voucher Assistant Adviser to join our team. As a CVA Adviser, you will generally be deployed to support preparedness activities, or – when in a humanitarian response – to support the design, set up, and/or implementation and monitoring of CVA programmes in an emergency response. You will be expected to advise on all aspects of designing, setting up, and/or managing and monitoring all operational areas (including budget development and management, agency coordination and representation, security, logistics, compliance with internal policies and procedures and management of teams) of cash & voucher assistance in complement to existing local capacity

    You will bring to the role significant and relevant overseas experience in designing, managing and implementing CVA for a broad range of institutional donors; and, management experience of operational aspects of CVA. 

    To be successful in the role you will be proficient in at least one of the following languages in addition to English: French, Spanish, or Arabic. 

    KEY AREAS OF ACCOUNTABILITY : 

    • Support country teams to build CVA operational preparedness. 
    • Support country teams to deliver and scale up CVA in a timely manner, following SCI’s processes and procedures and working closely with the CHTT CVA team. 
    • Inputting into preparedness plans, leading or supporting preparedness activities (e.g. SOPs, RACI matrix, feasibility assessments, framework agreements with financial service providers, pre-crisis market assessments, etc.); and generally collaborating with global, regional and country teams to increase CVA Operational Readiness.
    • Lead and oversee the assessment, selection and contracting of cash transfer service providers by working closely with supply chain teams at local, regional and Centre level to ensure SCI CVA operational minimum requirements are in place. 
    • Support the Team Leader and technical advisors in all sectors (e.g. nutrition, education, child protection, WaSH, FSL) in developing response and sectoral strategies, project proposals and log frames through input and advice in relation to CVA intervention design (i.e. expected outcomes, child sensitivity, modality, targeting approach, amount, duration, frequency, MEAL indicators) as well as its operational elements (i.e. around acceptance, feasibility, organisational capacities, risk management, delivery mechanisms, timeframes, compliance). 
    • Provide support to the planning, management and implementation of CVA interventions working closely with Response, Programme, and Operations Teams, procurement teams, finance, security, and  technical sector advisors, 
    • Ensuring compliance with SCI and donor requirements and applying programme quality standards developed by the CHTT CVA team. The incumbent will ensure relevant external and internal approvals are requested and received in time according to activity workplans, so transfers are delivered in a timely fashion. 
    • Provide support to the Response Team Leader in finalizing and ensuring the uptake of CVA Responsible, Accountable, Supporting, Consulted, Informed (RACI) matrix and Standard Operating Procedures based on existing guidance, templates, training materials, and in a way that responsibility and accountability lines for CVA are clearly defined across teams and staff. 
    • Provide advice to the Response Team Leader around advocacy messages concerning CVA, to be for internal and external use, in line with the latest available global evidence, lessons learned, guidance and global debate.
    • Support the procurement of financial services and other relevant services (e.g. production and printing of vouchers) in line with SCI procurement manual and relevant procedures. 
    • Introduce the necessary context-specific adaptations and deliver child-sensitive CVA training to operations department and technical sector advisors, based on existing training materials by the Save the Children CVA Team, CaLP, and others, ensuring alignment with quality standards and policies set at the global level. 
    • Lead on the development and update of MEAL framework and instruments for CVA.
    • Work with Operations and Safety and Security colleagues to develop and implement effective safety and security procedures for specific cash & voucher activities.
    • Manage and motivate in-country or response staff to perform highly in their respective roles and responsibilities. This may include leading on staffing structure, recruitment, performance management and implementing staff welfare policy where appropriate. 
    • Coach and mentor national staff counterparts and contribute to capacity strengthening at field and national level by designing and delivering CVA trainings and other capacity building initiatives as needed.
    • Identify, document and proactively share learnings from the technical design as well as the implementation of the operational aspects of CVA with the Save the Children CVA Team, as well as with national, regional and Centre teams, taking part in the update of tools, guidance, and training by the Cash & Market HTWG as and when needed.
    • Amplify voices of local humanitarian actors including community-based groups and support their participation and representation to influence the inter-agency coordination forums
    • This includes identifying strategic implementation approach (direct implementation, partner implementation, partner-led) with the aim to complement local response capacity

    EXPERIENCE AND SKILLS

    Essential 

    • Previous emergency experience  
    • Significant and relevant overseas experience in designing, managing and implementing CVA for a broad range of institutional donors
    • Management experience of operational aspects of CVA. 
    • Experience in the introduction of internal controls systems to support CVA delivery in the areas of financial management, logistics, security and programme delivery. 
    • Demonstrable understanding of M&E and beneficiary accountability 
    • Education: MA / MSc level or equivalent field preferablly in economics, and with finance or logistics experience 
    • National team and/or small ex-pat team line management experience 
    • Experience of working in insecure environments and adapting internal processes to mitigate security risks 
    • Understanding of field level representation with key stakeholders and co-ordination with other NGOs/UN 
    • Good attention to detail 
    • Cultural awareness and ability to build relationships quickly with a wide variety of people 
    • Patient, adaptable, flexible, able to improvise and remain responsive and communicate clearly and effectively under pressure 
    • Excellent planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities 
    • Strong communication (written and spoken) skills in English 
    • Good interpersonal skills with experience in managing multicultural teams 
    • Fluent in French, Spanish, or Arabic

     
    Desirable  

    • Multi-site management experience 
    • ECHO and/or USAID programme management experience 
    • Experience in technical assessments for FSL programming and preparation and oversight of FSL-based programme implementation 
    • National level representation with key stakeholders and co-ordination with other NGOs/UN 
    • Media trained 
    • Fluent in Portuguese or Arabic, Spanish or French (one of which would be essential)
