    Finance and Reporting Officer (P)

    Responsibilities

    Responsibilities and Accountabilities 

    • Provide support to the Regional Financial Comptroller in monitoring the financial management for the UK HO-funded Regional Counter-Smuggling Programme, including the oversight of financial expenditure and accountability.
    • Undertake preliminary financial analysis, in close coordination with implementation Missions, for the programme, monitor budget control processes, and follow up on the implementation of effective internal controls and the design and functioning of the financial resources management system.
    • Provide technical support to the Programme’s Project Managers in implementing missions in the region, as well as the regional Programme Coordinator in the RO, throughout the project cycle to enable compliance with IOM’s policies and procedures and any donor-specific requirements.
    • In coordination with implementing missions, ensure that accounting data related to the UK HO project is properly entered into the ERP system, in accordance with IOM’s financial rules, regulations and practices, and ensure the maintaining of accurate financial records, including electronic and hard copies of all financial supporting documentation.
    • Schedule and coordinate regular meetings with project managers and finance focal points from implementing missions to review burn rates for the program. Identify any red flags and escalate them to the programme and finance teams, while providing guidance and solutions to ensure that actual burn rates align with the planned expenditure for the period.
    • Provide assistance to the Programme Coordinator and guidance to the implementing missions on procurement of beneficiaries' assets and inventory management for the program and procurement plan, to ensure adherence to Organizational Policies and Donor requirements.  
    • Prepare the Regional Office’s Programme budget for Year 2 and Year 3, and coordinate the preparation, review and endorsement of the project budgets, including revisions for the implementing missions and the Regional Office.
    • Inspect the Payroll versus the programme budget by ensuring that salaries are correctly allocated to the respective project consistently with IOM's projectization criteria and budget allocations both in RO and implementing missions.
    • Prepare quarterly, progress, and ad hoc interim financial reports for the Programme, as well as annual and final financial reports, in line with IOM policies and procedures and donor requirements.  Coordinate timely review and endorsement of the reports and their subsequent submission to the donor.
    • Liaise with relevant Units at HQ, Administrative Centres and the Regional Office regarding accounting, financial and administrative activities of the implementing missions; provide technical inputs for reports on the financial situation of the implementing missions.
    • Support the RMO/SRMO in implementing missions under the programme in coordinating the CO's administrative management functions, including recruitment, personnel administration, and other related activities, for the programme in accordance with IOM’s policies and procedures. 
    • Assist the Regional Project Coordinator in forecasting cash flows according to the activities in the implementing missions; verify that programme funding is received in accordance with donor agreements.
    • Make recommendations on procedural improvements and contribute to the training of staff working on the programme in the areas of accounting, finance, and compliance with financial procedures. Facilitate and support capacity building and knowledge sharing in the finance/accounting and budget field.
    • Provide support to the Regional Financial Comptroller in facilitating the financial audit of the programme/project in accordance with the donor agreements.
    • Provide support in the selection of the implementing partner, monitor and review the implementing partner's financial reports, supporting documentation, and expenditures to ensure compliance with donor requirements. Contractual agreement and organizational financial policies. 
    • Coordinate with the Regional Resource Management Officer in processing the payment transactions for the programme as well as other related day-to-day financial activities for the programme.
    • Perform such other duties as may be assigned.

    Qualifications

    Required Qualifications and Experience

    Education

    • Master’s degree in Accounting, Business Administration, or a related field from an accredited academic institution with two years of relevant professional experience; or,
    • Bachelor’s degree in the above fields with four years of relevant professional experience.
    • Professional certification as Chartered Accountant (CA) or Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be an advantage.
    • Accredited Universities are those listed in the UNESCO World Higher Education Database.

    Experience

    • Experience in accounting, financial management, and reporting;
    • Experience in preparing clear and concise financial and management reports;
    • Experience working in and with international institutions;
    • Experience with internal control assessment, internal or external audit;
    • Previous work experience in the Region is an advantage; and, 
    • Previous working experience in emergency operations is an advantage.

    Skills

    • Knowledge of International Public Sector Accounting Standards (IPSAS);
    • Knowledge of IOM/UN accounting system, software, and procedures, Common System regulations, policies, and procedures is a distinct advantage; 
    • Familiarity with financial oversight and public administration is an advantage; and,
    • Knowledge of MS Office products and good computer literacy skills are required.
