    Gender Officer

    Overall purpose of the role:

    Under the direct supervision of the DRC Area Manager, the Gender Officer will be responsible to provide support to the urban program to develop gender assessment, baseline and endline tools, gender mainstreaming tools, mechanisms and building the capacity of staff to ensure a gender sensitive approach in DRC urban projects. This position will provide strategic direction and technical assistance on the integration of gender considerations and perspectives throughout the urban program, including gender mainstreaming, gender analysis, protection and empowerment of women and girls’ voices and rights and promotion of gender balance in the work place

    Duties & Responsibilities:

    Project Management/Development, Monitoring & Evaluation

    • Implement monitor and report on gender-related components of the Protection and Gender Action Plan.
    • Work with project staff to ensure gender inclusivity and that gender is appropriately integrated in all trainings.
    • Develop methods to monitor instances of gender disparities and present solutions and ways forward to address gender disparities.
    • Training and capacity building support for staff and workers in projects on gender issues
    • Work with the MEAL team to design and implement gender sensitive data collection tools, support the collection and analysis of sex- and age- disaggregated data, quantitative and qualitative, as well as streamlining the needs assessment, collection and analysis so that it can be more effective in meeting beneficiary needs.
    • Review project plans and budgets or provide written guidelines for such a review to ensure that adequate attention is paid, and resources allocated to the promotion of gender equity and inclusion across sub projects.
    • Conduct assessment and facilitate meetings with key stakeholders and community members to identify measures to improve inclusiveness, especially for women, within the project scope.
    • Provide, facilitate, and/or coordinate ongoing technical support to integrate gender and social inclusion into appropriate community level plans and training.
    • Provide technical support to and identify opportunities for the development of relevant advocacy and communication/information materials to address gender issues. Collect and promote good practices and lessons learned, contributing to a collection of replicable good practices for gender equality programming.

    Coordination & Partnership

    • Develop and maintain effective working relationships with all stakeholders, including urban refugee and host community members and leaders, NGOs, UN agencies, and other DRC team members to enhance multi-agency and multi-sectoral cooperation and coordination on response activities 
    • Actively participate and maintain a strong working relationship with gender/protection cluster to support the provision of quality services to persons of concern.

    Budget Management

    • Support in ensuring sound budget expenditure and adherence to DRC financial procedures and donor requirements as related to the project expectations.
    • Support in Drafting spending plans, procurement plans, and work plans based on gender activities and budgets.

    Experience and technical competencies

    • Minimum of 3 years’ + experience in gender issues/ M&E in an International NGO’ or other relevant NGO’s
    • Problem solving and conflict resolution skills and ability to work in a challenging environment, reporting and meeting the set deadlines.
    • Strong project management skills, with experience managing multiple location and project budget. 
    • Experience working in urban displacement responses in multi-sectoral interventions.
    • Strong planning, organization and problem-solving skills with ability to work both independently and within a team in a demanding working environment.
    • Good analytical and strategic planning skills.
    • Good level communication and interpersonal skills.

    Education

    • Bachelor’s degree in social science, development studies, gender, or related field; Master’s degree preferred.
    • Fluent in written and spoken English and Swahili.

    Internal Stakeholders

    • Programme Management Unit, M&E staff, implementing field teams, senior management team and support service team

    External stakeholders

    • Technical Working Group(s), refugee and host communities,
    • Local and National Government Authorities, relevant NGOs/CBOs and humanitarian agencies, including DRC Partners and donors as appropriate.
