    General Manager, System Operations & Power Management

    GENERAL MANAGER, SYSTEM OPERATIONS & POWER MANAGEMENT – (KET 2) REF: KET/5/1C/40/172-B (9/2023) - ONE (1 POST), FIVE (5) YEAR CONTRACT RENEWABLE ONCE

    Reporting to the Managing Director & CEO.

    Job Purpose

    This is responsible for ensuring availability, reliability and stability of high voltage transmission grid and regional interconnectors while guaranteeing security of the power system.

    This job is also responsible for Power System Operations and Maintenance; System Control and Market Operations; System Control and Data Acquisition (SCADA), Substation Automation Systems (SAS) and Telecommunications systems.

    Key Responsibilities

    • Providing leadership to Staff in the Directorate;
    • Advising Management on matters related to power system operations, maintenance, control and market operations, SCADA and telecommunications, safety and aerial support services;
    • Overseeing management and operation of the National System Control Centre and regional interconnectors to facilitate stable, available, reliable and secure power system;
    • Overseeing the development and execution of maintenance and other workplans to ensure availability and reliability of the National grid and regional interconnector;
    • Facilitating optimal use of energy resources for efficient power market operation in the Eastern Africa region;
    • Providing strategic guidance and leadership to the Directorate in order to achieve the corporate mandate;
    • Providing technical leadership and guidance on matters pertaining to system operations and maintenance, power system control and market operations, SCADA and telecommunications, safety and aerial support services;
    • Overseeing corporate change within the Directorate through adaptation of new policies and strategies to conform to changing business and technical environment that will ensure continued transmission system performance.
    • Representing the Company in all fora with respect to system operation and power management;
    • Coordinating functional activities within the Directorate to ensure stability, availability, reliability and security of Company's transmission assets during power transfer;
    • Proposing the Directorate’s annual budget, procurement and work plans;
    • Maintaining a safe working environment to foster optimum performance;
    • Overseeing the development and implementation of innovative solutions applicable to the Directorate’s responsibility;
    • Overseeing the development, review and implementation of Standard Operating Procedures in line with the company’s management systems for the Directorate
    • Overseeing the Asset Management and Condition Monitoring of transmission lines and grid substations;
    • Managing the implementation of risk mitigation measures and updating of the Directorate’s Enterprise Risk Register;
    • Managing staff job performance and evaluation, career development and capacity building and deployment of skills;
    • Accounting for resource use in line with prevailing laws, policies and regulations;
    • Providing oversight in quality assurance for the Directorate.
    • Facilitating policies and programs on electricity transmission system operations & maintenance to ensure availability of services;
    • Coordinating with other sector players concerning interconnection, operation & maintenance and control of the power system network;
    • Facilitating procurement of power system spares and replacement equipment;
    • Coordinating commissioning and acceptance of new transmission lines and grid substations;
    • Ensuring the Company participates in studies, negotiations, drafting and review of power purchase agreements for effective and efficient operation and maintenance;
    • Ensuring Company standards and procedures on SCADA, Substation Automation and Telecommunication systems are adhered to and the safety of Telecommunications Network is implemented;
    • Ensuring enforcement of electrical safety in system control, operations and maintenance activities;
    • Ensuring adherence to occupational health & safety regulations in the Company;
    • Coordinating development of statutory and progress reports on status of power system and submission to the regulator and other relevant agencies;
    • Preparing periodic project status reports to Management and the Board
    • Proposing development, review and update of policies guiding power market operations and energy trading
    • Ensuring development of power market operation models in collaboration with other energy sector players;
    • Coaching and Mentoring of staff within the Directorate.

    Qualifications & Skills required

    • Must have Master’s Degree in a relevant field
    • Bachelor’s degree in Electrical Engineering from a recognized institution;
    • Registered Professional Engineer with Engineers Board of Kenya (EBK), with a valid practising license;
    • Institution of Engineers of Kenya (IEK) membership;
    • Corporate Member of the Institution of Engineers of Kenya (IEK);
    • Basic electrical safety authorization (Class 15,16 &17);
    • Leadership course lasting not less than four (4) weeks;
    • Must have more than twelve (12) years relevant work experience, with at least eight (8) years at Senior Management level.

    • Valid Tax Compliance Certificate from Kenya Revenue Authority (KRA);
    • Current Clearance from the Ethics and Anti-Corruption Commission (EACC); and
    • Current Report from an approved Credit Reference Bureau (CRB)
