    Health, Safety, Security & Environment (HSSE) Officer

    This role is responsible for day-to-day HSSE management of ESL work environment, personnel, and assets in Mombasa Office. The role requires timely submission of reports, including situation reports, monthly reports and assist in overall analysis of HSSE situation. He / She will also ensure staff adhere to ESL’s HSSE Policy and SOP.

    Safety duties & responsibilities:

    •  Circulate material received from EHS to appropriated members of the department.
    • Inspect departments to ensure the workplace meets the various safety requirements.
    • Ensure that weekly inspection of Fire Extinguishers, Exit Lights and Emergency Lighting are carried out.
    • Respond to reports of unsafe conditions (e.g., electrical hazards, loose stair treads, etc.) by requesting repairs or maintenance.
    • Prepare annual safety budgets for the company.  Conduct monthly workplace safety inspection.
    • Ensure the company is compliant with WIBA Act 2007.
    • Have a maintenance schedule for equipment e.g., pay loader, hoppers, grabs and circulate a report on the same.
    • Have records of all accidents and reports.
    • Ensure all staff receive the information and training on Fire safety, First Aid, Fire Drills, and general safety trainings.
    • Chair the company’s safety committee and ensure its full functionality.  Maintain a Safety Bulletin Board for the company.

    Security duties and responsibilities:

    •  Monitor day-to-day security situation and advise management accordingly.
    • Orient new staff on ESL Security SOPs.
    • Organize training and refresher sessions for the existing staff.
    • Quarterly review security procedures and on a need basis.
    • Review, develop and implement security policies.
    • Ensure company offices are secure and compliant with the SOPs.
    • Manage all vehicle and staff movements.
    • Manage all the hard assets and maintain an updated inventory system.
    • Compile and submit timely monthly reports.
    • Supervising other regular employees; duties include planning, scheduling, organizing.
    • Reviewing utilization and maintenance of security equipment.
    • Communicate with service users about security needs and problems.
    • Order, maintain and issue clothing and equipment.
    • Accurately updating administrative records and sheets.
    • Responding to emergency situations as they arise.

    HSSE (OSHA) Compliance:

    •  Ensure compliance with Environmental, Health and Safety Laws and requirements.
    • Evaluate the workplace environment.
    • Develop safety-management policies that identify and define the safety responsibilities of all employees.
    • Continually maintain an appropriate level of awareness, knowledge, and preparedness across the organization which should include first aid and fire marshals.
    • Liaise with relevant regulatory authorities on securing new, and reporting on existing operations, permits and licenses in a timely manner.
    • Lead formal risk assessment for the evaluation and management of occupational EHS hazards across the company’s activities and branches /sites.
    • Coordinate with various departments/ functional units to identify key risk areas and priorities, produce and maintain EHS risk registers.
    • Engage with, audit and report on third party contractor required to meet Corporate EHS policy and procedures.
    • Prepare EHS internal and external audit schedules, ensure implementation of the same. The schedules shall include NEMA environment self-audit, OSHA audit, noise survey, fire audit and city council fire inspection and clearance.
    • Conduct fire drills and co-ordinate firefighting equipment service.

    Key Performance Indicators

    • 100% compliance to OSHA regulations  Zero penalties.
    • Timely annual renewal of workplace certificate  Annual workplace inspection.

    Key Competencies and Skills

    Qualifications

    • Certificate/Diploma/Bachelor’s related degree.
    • Professional qualification in EHS for over 2 years.
    • Practical experience of OSHA regulations and risk assessments.
    • Familiarity with HSSE Management Systems i.e. ISO 9001, HACCP, ISO 14001 & OHSAS 18001 standard an added advantage.
    • Certification in HSE will be an added advantage.
