    ICT Officer (Software Programming)

    Job Reference Number: V/No.13/2022

    Number of Positions: Five (5)

    Terms of Service: Permanent and Pensionable

    Gross Salary ScaleKshs. 104,300 – 131,100 p.m.

    Job Purpose:

    • The job holder will be responsible for reviewing, writing, testing and approving codes while collaborating with other developers.

    Reporting Responsibilities:

    • The job holder is responsible to the Senior ICT Officer
    • Area of Deployment: Directorate of ICT

    Key Duties and Responsibilities:

    • Reviewing, writing, testing, debugging/troubleshooting and maintaining the source code of software;
    • Developing guidelines for conducting unit and integration testing to ensure quality implementation;
    • Reviewing the implementation of the Integration of software components and third–party programs;
    • Leading the collaboration with junior developers to deliver on features and tasks;
    • Developing communicating project status to key stakeholders throughout the entire development process;
    • Guiding on the best practices to test and deploy changes from staging
    • to production environments;
    • Approving the code and unit test solutions using all tools and coding
    • languages used in the Judiciary;
    • Preparing for Unit testing and detailed technical design documentation;
    • Troubleshooting of systems performance issues including availability,
    • utilization, throughput and latency;
    • Undertaking research for ICT solutions for Business functions; and
    • Supervising, mentoring and nurturing staff under supervision.

    Job Requirements: Academic and Professional Qualifications

    For appointment to this grade, the applicant must have: 

    • A Bachelor of Science degree in any of the following fields: Computer Science, Computer Technology, Informatics, Computer Science & Technology, Information Systems, Business Information Technology
    • (BBIT), Computing Science and Technology, Computer Security and Forensics or its equivalent qualification from a recognized Institution;
    • Possess at least one (1) Professional certifications in in application/software development (CSD, PSD 1, Zend Certified PHP, PHP Developer, PCEP, or equivalent) will be an added advantage;
    • A Management course or its equivalent qualification from a recognized
    • institution;
    • Demonstrated merit and ability as reflected in work performance and
    • results; and

    Experience:

    • A minimum three (3) years relevant work–experience with at least one (1) year at Supervisory Level.
    • Knowledge/experience working with preferably PHP, Python, Flask, PostgreSQL, Node.js React, AWS, Django, Software Versioning Management using Git, API developments, Laravel, CodeIgniter is
    • imperative.

    2. Higher Education Loans Board
    3. Directorate of Criminal Investigation
    4. Ethics and Anti–Corruption Commission
    5. A recognized Credit Reference Bureau
    6. Recommendation from the relevant Professional Body, as the case may be, as being in Good Standing
    7. Advocates Complaints Commission
    8. Law Society of Kenya
