    Investigation Officer, P2, Office of Internal Audit and Investigations, FTA

    • The Office of Internal Audit and Investigations (OIAI) is an independent office reporting to UNICEF’s Executive Director and the Executive Board. The Investigations Service investigates reports of possible violations of UNICEF’s legal framework. The position is located in Nairobi, Kenya. Under the supervision of the Investigations Manager, the incumbent will report to the Chief Field Operations Section of OIAI’s Investigations Service.

    How can you make a difference?

    • Under the general guidance of the Investigations Manager, the incumbent leads, assists and/or supports the supervisor in planning and conducting investigations into allegations including fraud, corruption, sexual exploitation and abuse, sexual harassment, and/or retaliatory actions in or affecting UNICEF. The Investigations Officer will also be responsible for providing support to the day to day operational and specialized activities related to the investigation function, to enhance the smooth running of the supervisor’s day-to day actions, as well as his/her section. This post is based in Nairobi with travel to UNICEF locations, often in difficult duty stations.

    In this capacity, the incumbent’s key responsibilities will be to:

    • Participate in a team of investigators and assist with the planning, organizing and conduct of investigations of cases of alleged violations of United Nations Regulations and Rules and pertinent administrative issuances, including cases of fraud, corruption, sexual Exploitation and abuse (SEA), sexual harassment and retaliation;
    • Search for, gather, record and preserve evidence, including in electronic format, ensuring that all necessary evidence chains are established and maintained;
    • Conduct interviews, obtain statements and analyze information/evidence;
    • Assist in determining whether matters warrant referral to national authorities;
    • Conduct research on assigned issues using investigation files and alternative sources to verify facts, identify citations, precedents and draft statements of findings and respondent replies;
    • Participate in field missions for the purpose of conducting investigations;
    • Prepare complete and concise investigation reports, together with findings and recommendations for related disciplinary and/or jurisdictional actions, and conduct post-investigation tasks;
    • Processes, draft, edit, proofread and finalize for signature/approval a variety of correspondence and other communications;
    • Perform other duties as required.

    To qualify as an advocate for every child you will have…

    • Advanced university degree (Master’s degree or equivalent) in law, criminal investigation, or related field is required. A first-level degree (Bachelor’s or equivalent) in the specified fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
    • A minimum of two years of relevant experience in legal activities and/or investigation related functions is required.
    • Excellent communication and interpersonal skills
    • Solid organizational skills
    • Fluency in English is required. Working knowledge of French, Spanish or Arabic is an advantage. Knowledge of another UN language is considered as an asset.
