    Lead Technical Expert - Safe Roads /Usalama Barabarani Programme

    REF: NTSA/10/2020/11

    The position will be offered on a one year renewable contract and will be based in Nairobi with frequent visit to the counties.

    Scope of the Work

    The Lead Technical Expert (LTE) will be responsible for the provision of technical expertise during project implementation on regular basis to achieve the performance indicators agreed with NTSA and EU in line with set timelines within the scope of approved Budgets and Work Plans. The Lead Technical Expert will also build on the technical assistance previously provided through the Institutional Capacity Building to the Transport/Road Sector in Kenya (ICBTRS) project.

    The Expert will also be responsible for improving Road Safety Management including Capacity Building of NTSA, enhancing Road Safety Management and Coordination at both
    National and County Governments through capacity building of County Transport and Safety Committees, improving Safer Roads through safe road engineering and Audits and
    Research, Ensuring Safer Road users through Road Safety Awareness and Public Education, and improving driver Training and Testing

    Duties and Responsibilities

    The office holder will report to the Director, Road Safety and will be charged with the following responsibilities.

    • Ensure technical assistance is provided for all grant output areas and activities during the grant period specifically on improved capacity of NTSA Staff, enhanced operations of county transport safety committees, increased public education and awareness on road safety, improved driver training and testing and road safety audits and road safety improvements;
    • Work in close collaboration with NTSA’s Director, Road Safety, Steering Committee, County Transport and Safety Committees, national partners, as well as the Project Manager at the EU Delegation to ensure achievement of performance indicators agreed with NTSA and EU in the contract agreement and within set timelines and scope of approved Budgets and Work Plans;
    • Fast tracking on development and other international best practices on road safety in the course of project implementation and adapting suitable ones that will enable the programme to further realise its objectives within the project time frame;
    • Preparation and submission to NTSA, EU delegation and Steering Committee of project outcomes achieved in the course of project implementation in accordance with the Project Documents and EU requirements;
    • In close collaboration with NTSA’s Management, develop the Terms of the References for the recruitment of the Short Term Experts to enable implementation of the work plan envisaged in the project documents;
    • Work closely with the Project Team in assessment and evaluation of Short Term Experts’ performance, and provision of on-going feedback to the personnel;
    • Preparation and submission of technical progress reports for the project to the NTSA and subsequently to EU Delegation;
    • Technical support to the national strategic planning processes for Road Safety based on evidence gained during implementation;
    • Advise in policy formulation for substantive engagement of stakeholders and enhancing collaboration based on experiences and lessons learnt during project
    • implementation;
    • Development of a stakeholder engagement plan and building-up of strategic partnership and maintenance of good relations with government counterparts and key stakeholders;
    • Supporting project operations and technical oversight of the project as a whole including reporting systems;
    • Full participation in monthly, quarterly and annual review and planning processes for the project; and
    • Continuous support to the strategic development of the programme.

    Required Qualifications, Skills and Experience

    • Master’s Degree in any of the following disciplines; Business Management, Project Management, Strategic Management, Law, Public Health, Engineering, Social sciences or any other relevant field;
    • Bachelor’s Degree in any of the following disciplines; Business Management, Project Management, Strategic Management, Law, Public Health, Engineering, Social sciences or any other relevant field;
    • At least ten (10) years relevant work experience, three (3) of which must have been as a Lead Technical Expert or a similar position in a large organization in the transport sector or safety at a national or international level;
    • Attended Safety Management Course lasting not less than two (2) weeks from a recognized institution;
    • Demonstrate professional knowledge and experience of Safety matters at both a national or international level;
    • Proven ability to develop manuals, policies and strategies in collaboration with diverse teams on safety;
    • Demonstrate excellent strategic leadership skills particularly in strategy execution, monitoring and evaluation;
    • Demonstrate excellent organizational, reporting and stakeholder management skills;
    • Experience of working in international projects in the road transport sector or in safety especially in Sub Saharan Africa is an asset;
    • Experience of working with various stakeholders including non-governmental organizations is an asset;
    • Excellent computer skills; and
    • Strong oral communication and English writing skills.
