    The Water Services Regulatory Board (Wasreb) is a regulatory state corporation established by the Water Act 2002, this law was repealed by the Water 2016 operationalized in April 2017. Section 70 (1) of the Water Act 2016 established Wasreb with the main objective to protect the interests and rights of consumers in the provision of water services, while ensuring other stake-holders interests are also safeguarded.

    Manager, Licensing

    Job Purpose

    Responsible for evaluating and recommending issuance of licenses of Water Service Providers including Rural/Small Scale Water Service Providers in line with the Board’s mandate.

    Reporting Relationship This role reports to the Director, Licensing, Standards, Advocacy & Public Education

    Job Specification

    Duties and responsibilities at this level are as follows:

    1. Developing an/or reviewing a model memorandum and articles of association to be used by all water companies applying to be licensed by the regulatory board to operate as water services providers;
    2. Developing an/or reviewing the license document for both water and sanitation services including incentives and sanctions;
    3. Setting/reviewing license conditions;
    4. Recommending licenses for water services providers;
    5. Developing and reviewing commercial viability standards for current and future business of water services;
    6. Making recommendations on how to provide basic water services to marginalized areas.
    7. Developing criteria for delineation of utility service areas;
    8. Evaluating investment plans of Water Service Providers;
    9. Ensuring that all operational licenses are in place and valid;
    10. Making recommendations on how to provide basic water services to marginalized areas; and
    11. Developing Technical competence and Key Performance Indicators for running bulk water and sanitation suppliers.
    12. Stipulating instances and terms for take-over of Water Service Provider by Water Works Development Agency;
    13. Creating and managing platforms for engagement with stakeholders;
    14. Building a highly effective team, by leading, managing and motivating staff and by directing and coaching them where appropriate, so that they achieve excellence in delivery;
    15. Taking responsibility for the reports emerging from the Department and all documentation sent to the CEO;
    16. Coordinating the Department’s budgeting and Cost containment within the budget;
    17. Managing the skills development for staff to ensure that training needs are properly identified and appropriate training is arranged;
    18. Managing and conducting performance management reviews for the Department;
    19. Ensuring quality control of work;
    20. Responsible for physical assets assigned by the Board;
    21. Planning the work of subordinates;
    22. Assigning work to subordinates;
    23. Monitoring subordinates work performance; and
    24. Appraising/evaluating subordinates’ performance

    Person Specification

    For appointment to this grade, a candidate must have:

    1. Master’s Degree in Engineering, Business Administration, or a relevant field from a recognized institution
    2. Bachelor’s degree in either Engineering, Economics, Business, Sciences, or any other relevant field from a recognized institution
    3. At least Ten (10) years’ work experience;
    4. At least Three (3) Years’ experience in Management;
    5. Membership of a professional body and in good standing;
    6. Management course lasting not less four (4) weeks;
    7. Meet the requirements of Chapter Six (6) of the Constitution.
