    Monitoring Advisor II, DISC

    • To support this scale up, PSI seeks a Advisor II, Monitoring that will support the monitoring functions of the DISC project scale-up across existing and new countries, including leading the implementation of activitie to strengthen the generation and use of high-quality routine data to drive program performance in line with PSI and global best practices. The Advisor II, Monitoring will work closely with project monitoring staff based in implementation countries, as well as the DISC project global dashboards manager to ensure timely and accurate reporting and visualization of monthly data and analytics. The Advisor may increasingly be involved in the design of monitoring and digital health activities of multiple regions.

    For all applicants applying outside of the US, please note that those hired outside of the US will be employed through the local PSI office. Pay and benefits will be commensurate with the role and practices of the local office, including payment in local currency.
    Your contributions

    • Monitoring: Support the implementation of PSI’s data transformation agenda, with particular focus on strengthening the timely use of real-time, high-quality data and deeper analysis of data to better inform implementation and performance management decision making by country teams and programs. Develop or review fit-for-purpose monitoring plans. Lead on implementation of the data quality strategy to ensure country offices and programs are meeting standards set with regards to data quality and consumer data protection. Provide remote and in-country monitoring assistance to build capacity of network members to effectively manage, quality assure and use routine data. 45% of Time
    • Thought Leadership/Knowledge Management: Implement information systems to provide relevant, timely and high-quality routine monitoring data for country teams and programs. Develop knowledge products for internal dissemination. Identify and foster opportunities for internal learning, capacity building, and P2P/cross-country exchanges. 20% of Time
    • Program Management: Develop and review robust M&E plans. Support activity budgeting, monitoring of project timelines, and reporting. 15% of Time
    • Representation: Present monitoring results to donors and other external audiences. Collaborate with international, regional, and national-level institutions, working groups, and experts on monitoring related issues to ensure that PSI is using the latest technical developments and best practices. 10% of Time
    • Fundraising: Contribute to new business development by writing or reviewing M&E plans and results frameworks for proposals. Provide guidance on budgeting to ensure adequate resourcing for monitoring activities. 10% of Time

    What are we looking for?

    • Master’s Degree (or international equivalent) in a related field (i.e. MPH, MSc).
    • At least 5 years of related work experience. An equivalent combination of related education and experience may be substituted.
    • Experience designing and implementing M&E plans, including routine data collection, data quality assurance, and promoting data use for decision-making (preferably for public health interventions).
    • Experience using management information systems (e.g. DHIS2) and data analysis and visualization tools (e.g. PowerBI).
    • Ability to provide monitoring technical assistance to PSI network.
    • Ability to solve problems with creativity and analyze complex issues using in-depth evaluation of variable factors.
    • Ability to operate with limited supervision and considerable latitude for independent judgement to achieve desired outcomes.
    • Ability to develop and maintain relationships with internal and external colleagues. Able to work as a member of a team and independently.
    • Ability to lead development of the M&E approach for proposals and identify potential new business opportunities.
    • Proficiency in Microsoft 365.
    • Exceptional interpersonal and communication skills, both verbal and written. Ability to interpret data and explain findings to non-technical audiences.
    • Proficiency in a relevant language other than English preferred.
    • Cultural humility and respect.
