    Monitoring Evaluation Learning and Accountability Officer

    Overall purpose of the role: 

    The position holder will lead and support the urban program MEAL activities and contribute to DRC strategy, accountability commitments and learning needs and priorities in the area of responsibility. He/or she will support effective implementation of the monitoring, evaluation, accountability and learning work and organizational standards to ensure compliance, support mainstreaming MEAL throughout the program cycle management and reinforce quality programming conversation and management in the area of responsibility. The role will also support the area office adherence to the DRC’s data protection policy.

    The role will directly and closely work with the Urban Project leads/or Managers and technically coordinate with the Country MEAL Coordinator while keeping the Urban Area Manager abreast of the cross-cutting support being provided to the area level projects. S/he will also work with the project staff and colleagues in a consultative and collaborative approach to foster good working relationships in an effort to improve the efficacy and efficiency of DRC work to increase protection and enhance inclusion for displaced affected and host communities in the spirit of contributing to social cohesion.

    Duties & Responsibilities: 

    MEAL capacities and commitments

    • Implement DRC guidance for MEAL and division of labour as per MEAL workstream RASCI, particularly vis-à-vis programme staff, and foster collaborative relationships with internal and external stakeholders within the area of responsibility.
    • Apply and adapt DRC MEAL model and the relevant building blocks and guidance to the local circumstances and corresponding projects and programmes, in the area of responsibility.
    • Apply DRC guidance with regards to GDPR and data protection in the area of responsibility, specifically for MEAL related data. Liaise with relevant internal counterparts responsible for data protection. 
    • Support capacity building, training and support for programme and sectors and field staff to improve the field monitoring or any other MEAL needs.
    • Apply accountability and ethical frameworks and principles, including CHS, in line with DRC guidance in the area of responsibility.
    • Results Monitoring and programme quality support
    • Support quality throughout Project Cycle Management, in line with DRC guidance and division of labour, accommodating external requirements and internal evidence needs. Specifically, support development and implementation of MEAL plans, indicator tracking tools and other relevant tools for the area of responsibility.
    • Participate in and contribute to (as appropriate) project Kick-off meetings, Review meetings and Close-out meetings in order to highlight cross-project components aimed at replicating good practices and strengthening synergies between projects or programmes.
    • Support the implementation and data collection for results frameworks and monitoring processes and tools at the right level.
    • Support and carry our field level data collection and field monitoring.
    • Apply ethical principles in the field work, including with regards to DRC Code of Conduct and in line with Protection referral protocols and SOPs.
    • Implement protocols for data protection, storage, sharing, and security in the area of responsibility.
    • Support the analysis and ensure reporting of MEAL qualitative and quantitative data collected in line with internal information needs and external reporting obligations.
    • Support the Project Managers, programme teams and grants management in line with the MEAL plans.
    • Stay abreast of developments in the field of monitoring and evaluation, including emerging trends, tools, and approaches, and integrate them into practice as appropriate.

    Accountability

    • Support implementation of the different mechanisms for community engagement and feedback in monitoring, evaluation, accountability, and learning in the area of responsibility.
    • Support the implementation of DRC’s Community Feedback Mechanism.
    • Register and follow up to complaints as assigned by the managers and process complaints in a timely, safe and accountable manner.

    Evaluation, analysis and learning

    • Support data gathering as relevant.
    • Support sharing MEAL findings, feedback and learning.
    • Regularly present the key MEAL findings and feedback to the supervisor, and when relevant to the urban area management  for further development.
    • Participate in and assist in the internal or external evaluation processes as required.
    • Support analysis, interpretation and communication of the MEAL findings externally, in the area of responsibility.

    Experience and technical competencies:

    • Minimum of 4 years of work experience in leading and managing M&E work in an International NGO, civil society’ or other relevant agency and comprehension of protection and livelihoods programming including on financial inclusion, waste management/ recycling industry is an added advantage  
    • Understanding of qualitative and quantitative methods, the use of findings and evidence, including participatory methodologies 
    • Good understanding of Core Humanitarian Standards (CHS) and ability to apply accountability and ethical standards in everyday work 
    • Understanding of and ability to work with data collection software, preferably Kobo Toolbox and other as relevant.
    • Good skill in MS Word, Excel, and PowerPoint and Office365.
    • Experience in the use of GBVIMS or CPIMS will be an added advantage
    • Experience working in urban displacement responses and in multi-sectoral interventions and aability to engage with partners and/or a partnership model of working, when relevant
    • Strong planning, organization and problem-solving skills with ability to work both independently and within a team in a demanding working environment.
    • Good analytical and strategic planning skills including aability to think critically and apply critical thinking at work
    • A demonstrated ability to build and maintain relationships with host governments, donors, partners, local organizations, and other stakeholders.
    • Good verbal and written communication skills.

    Education

    • A Bachelor’s degree in sociology, social work, development studies, or other related Social Sciences and training in Monitoring and Evaluation; or Bachelor’s Degree in Statistics / Information management Sciences.
    • Fluency in written and spoken English essential

    • Technical M&E Working Group(s), urban refugee and host communities, Local and National Government Authorities, relevant NGOs/CBOs and humanitarian agencies including DRC partners and donors as appropriate.
