    National Social Protection Specialist- SC9

    Tasks And Responsibilities

    The specialist shall undertake the following duties:

    • Coordinate the data analysis and reporting on studies on extension of social protection coverage to workers in the informal and rural economy in Kenya.
    • Assessment of Cash Plus options for Social Protection for agriculture-dependent households in close collaboration with Government and other PUNOs.
    • Consistent consultation with relevant stakeholders in the development of project implementation plans while strengthening the capacities of community based organizations to provide access to social protection and engage in policy dialogue
    • Coordinate the monitoring and evaluation framework of FAO Kenya Social protection activities and reach to the expected outputs.
    • Facilitate dialogue and linkages to resilience/livelihoods/ agriculture programmes and projects in a cash plus context in coordination with the national social protection system
    • Contribute to the implementation and dissemination of reports and studies regarding social protection programmes, and its coherence with the agriculture, livestock, fisheries and cooperatives sub-sectors in Kenya to reduce poverty of the rural populations.
    • Represent FAO in social protection development partner group meetings and working groups, including government roundtables and other strategic dialogues with a view of contributing to coordinating the ongoing social protection initiatives.
    • Specifically, represent FAO Kenya in the Child and Social Protection Outcome Group for the 2018 -2022 UNDAF, Social Protection Donor Working Group and any other institutional coordination mechanisms
    • Support the development, dissemination and uptake of social protection knowledge products, and advocacy and information materials
    • Undertake any other task allied to the above as may be issued by management from time to time.

    CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

    Minimum Requirements

    • More than 10 years of experience upon attaining an advanced university degree in Social Development, Rural Development, Social work, Economy and Sociology, Agriculture, Law, international relations or related field in development. OR more than 20 years of experience upon attaining Bachelor’s degree in similar fields.
    • Seven years of relevant experience in the field of social protection, employment and rural development, including experience in project management, monitoring and evaluation, capacity development/training, policy support and analysis, and relevant experience at field level.
    • Minimum 5 years of experience in the UN system or supporting Kenya hunger safety net programming or in partnership with other development organizations is an added advantage.
    • Working knowledge (level C) of English and Swahili.
    • Must be a national of Kenya.

    Technical/Functional Skills

    • Extensive and relevance of experience in implementing and coordinating social protection initiatives in Kenya
    • Work experience in more than one location or area of work, particularly field locations is desirable.
    • Extent and relevance of experience in the fields of agriculture and rural development, and social protection.
    • Familiarity with systematic, well-structured and efficient approach to work assignments.
    • Experience in designing, monitoring and evaluating development policies;
    • Excellent communication skills and experience in working with a wide range of individuals at high levels in government, development partners, private sector and civil society;
    • Experience in preparing high quality policy briefs and guidance notes for use by senior policy makers;
    • Familiarity with social protection policies and programmes in Kenya will be an added advantage
    • Working experience with UN and/or international organizations will be an asset
