Principal Planning Officer at Kenya Institute of Curriculum Development (KICD)

Duties and Responsibilities

• Supervise the analysis and documentation of internal and external factors affecting the achievement of KICD goals and objectives and use the findings to inform strategic planning.
• Manage data analysis and coordinate the preparation, implementation and review of the Institute’s strategic plans, annual work plans and departmental plans.
• Coordinate the preparation and consolidation of the Institute’s annual budget, ensuring alignment with the Medium-Term Expenditure Framework and relevant National Government development plans.
• Coordinate the development, negotiation, implementation, monitoring and evaluation of the KICD Annual Performance Contract, including self-evaluation and the collection, analysis and documentation of verifiable evidence for external evaluation.
• Coordinate the preparation of quarterly and annual performance reports for presentation to Management, Council and relevant government agencies to support decision-making and performance improvement.
• Coordinate the identification, documentation, re-engineering, monitoring and evaluation of business processes to enhance institutional efficiency and effectiveness.
• Coordinate the identification, documentation and implementation of strategies for corporate performance improvement and establish and maintain a performance management information system in collaboration with relevant departments.
• Ensure alignment of KICD projects and programmes with Vision 2030, Medium-Term Plans, the National Education Sector Strategic Plan, the Medium-Term Expenditure Framework and other relevant national government development priorities.
• Coordinate the monitoring and evaluation of KICD projects and programmes and the preparation of periodic reports on their implementation and performance.
• Coordinate the preparation and analysis of periodic reports on relevant education sector and national economic trends to inform institutional planning and decision- making.
• Supervise the development, review and implementation of the Institute’s Customer
• Service Delivery Charter in accordance with applicable public service guidelines.
• Coordinate the identification, analysis and evaluation of institutional risks and facilitate the development and implementation of appropriate risk mitigation strategies.
• Sensitize and build the capacity of staff on strategic planning, performance management, customer service delivery, risk management and other relevant institutional policies, guidelines and frameworks.

Requirement for Appointment

• Cumulative service period of nine (9) years’ relevant work experience, three (3) of which must have been at the KICD Grade Six (6) Senior Planning Officer or in comparable and relevant position;
• Bachelor’s Degree in any of the following disciplines: Economics, Economics and Mathematics, Economics and Finance, Economics and Statistics or relevant and equivalent qualification from a recognized Institution;
• Management Course lasting for at least four (4) weeks from a recognized Institution;
• Membership to a relevant professional body and in good standing where applicable;
• Proficiency in computer applications; and
• Shown merit and ability as reflected in work performance and results
