Method of Application
Duties and responsibilities at this level will entail the following:
- Provide strategic leadership in the formulation, implementation, review and evaluation of policies, strategies, standards, guidelines, systems and programmes for Human Resource
- Management, Finance and Accounts, Administration, ICT and Corporate Communication in alignment with the Institute’s mandate and Government policies.
- Oversee and evaluate the effectiveness of the Institute’s corporate services structures, systems, processes and resource management frameworks, and recommend strategic interventions to enhance institutional efficiency, effectiveness and service delivery.
- Lead the preparation, implementation and monitoring of the Institute’s personnel emoluments and related corporate services budgets, ensuring prudent, efficient and accountable utilisation of financial, human, physical and technological resources.
- Provide oversight of the Institute’s establishment, human resource requirements, staff welfare, office accommodation, facilities and equipment to ensure optimal utilisation, a conducive work environment and effective delivery of the Institute’s mandate.
- Oversee the development and implementation of integrated information, records and knowledge management systems, including registries, to ensure secure custody, accessibility, integrity and timely retrieval of institutional information and records.
- Ensure effective implementation of and compliance with applicable legislation,
- Government policies, regulatory requirements, standards and institutional frameworks relating to Human Resource Management, Finance and Accounts, Administration, ICT and Corporate Communication.
- Provide strategic oversight of institutional ICT infrastructure, systems and digital services, and Corporate Communication functions to enhance operational efficiency, information security, stakeholder engagement and the Institute’s corporate image.
- Coordinate corporate services mainstreaming and integration across the Institute and promote effective collaboration among departments to strengthen institutiona performance and service delivery.
- Provide strategic oversight of employee welfare programmes, workplace health, safety, employee relations and other initiatives aimed at promoting staff wellbeing, engagement and productivity.
- Oversee the maintenance of accurate and up-to-date records of the Institute’s human resource establishment, assets, facilities and other corporate resources to support planning, accountability and informed decision-making.
- Advise Management and Council on corporate services matters and provide strategic leadership in addressing emerging human resource, financial, administrative, ICT and communication risks and challenges.
- Monitor and evaluate the performance of Corporate Services functions, ensure implementation of approved decisions and recommendations, and initiate appropriate measures for continuous improvement and institutional effectiveness.

Requirement for Appointment
For appointment to this grade an applicant must have:
- Cumulative service period of fifteen (15) relevant years’ work experience, three (3) of which should have been at the level of Deputy Director KICD Grade 3 or in a comparable and relevant position;
- Master’s Degree in any of the following disciplines: Economics, Finance, Business Administration, Public Policy, Corporate Governance, Strategic Management, Business Management, Human Resource Management, Computer Science,

Duties and Responsibilities
- Provide strategic leadership and advisory support to Management on research, consultancy, innovation, quality assurance and knowledge management in alignment with the Institute’s mandate and national priorities.
- Lead the development, implementation, review and institutionalisation of policies, strategies, standards, procedures and systems governing research, consultancy, innovation, quality assurance and knowledge management.
- Provide strategic oversight and coordination of curriculum and corporate research programmes to generate evidence and knowledge for curriculum development and review, institutional policy formulation, strategic planning and informed decision- making.
- Initiate, commission and facilitate high-quality research, innovation and knowledge- generation initiatives, and promote the application and dissemination of research findings to enhance the Institute’s products, services and institutional performance.
- Provide strategic leadership in consultancy services and facilitate partnerships, collaborations and professional networks with universities, research institutions, development partners, government agencies and other stakeholders to strengthen research, innovation, capacity building, advocacy and knowledge exchange.
- Oversee the development and operationalisation of integrated research, information and knowledge management systems to facilitate generation, documentation, preservation, sharing, accessibility and utilisation of institutional knowledge and research outputs.
- Lead the organisation of symposia, conferences, workshops and other knowledge- sharing platforms for dissemination of empirical evidence, innovations, best practices and emerging trends in curriculum and education.
- Provide strategic oversight of the publication and dissemination of research and knowledge products through appropriate academic, professional and digital platforms to enhance the Institute’s visibility, influence and contribution to the education sector.
- Advise Management on quality assurance of the Institute’s products, services, systems and processes, and coordinate the development and implementation of quality standards, assurance mechanisms and continuous improvement initiatives.
- Provide strategic oversight of risk management and internal controls within the Directorate, particularly risks affecting research, consultancy, curriculum
- development, quality assurance and knowledge management, and ensure implementation of appropriate mitigation measures.
- Oversee the efficient and prudent utilisation of Directorate resources, performance management, staff development and capacity building through appropriate training, coaching and mentorship.

Duties and Responsibilities
- Provide strategic leadership in the development, interpretation, implementation, review and continuous improvement of human resource management policies, standards, guidelines, systems and practices in accordance with the Institute’s mandate and Government requirements.
- Lead the development and implementation of integrated human resource plans, workforce strategies, talent management and succession management frameworks to ensure availability, development and retention of the requisite human capital.
- Oversee the Institute’s recruitment, selection, placement, onboarding, career progression, employee movement and separation processes to ensure acquisition and retention of competent and suitably qualified staff.

- Oversee the implementation and continuous improvement of the Institute’s performance management system, including performance contracting, appraisal, performance improvement and management of performance-related interventions.
- Lead the development, enhancement and utilisation of the Human Resource Management Information System (HRMIS) to strengthen workforce data management, reporting, analytics, decision-making and efficiency in HR service delivery.
- Coordinate employee engagement and satisfaction assessments, analyse findings and oversee implementation of appropriate interventions to enhance employee experience, motivation, organisational culture, productivity and retention.
- Ensure compliance with applicable human resource management legislation, Government policies, regulatory requirements, collective agreements and institutional policies, and advise Management on emerging HR risks and appropriate interventions.
- Provide strategic advice to Management on human resource planning, employee relations, organisational development, staff welfare, talent management and other emerging human resource matters.

Requirement for Appointment
- Cumulative service period of fifteen (15) years relevant work experience, three (3) of which should have been in a level of Assistant Director, Human Resource Management Services in a comparable and relevant position;
- Bachelor’s Degree in Human Resource Management, Human Resource Development, Human Resource Planning, Commerce (HR Option), or any other relevant qualification from a recognized Institution; OR
- Bachelor’s Degree in any of the following fields; Public Administration, Sociology, Business Administration or its equivalent qualification from a recognized institution plus Higher Diploma in Human Resource Management or Course from a recognized institution;

- Lead the development, implementation and review of the Institute’s supply chain management policies, strategies, plans, regulations, procedures, standards and guidelines in accordance with applicable laws and Government requirements.
- Coordinate institutional procurement and asset disposal planning, including identification and consolidation of user requirements, preparation of procurement and disposal plans, budgets and implementation schedules.
- Oversee the end-to-end procurement process, including requisitioning, sourcing, tendering, evaluation, negotiation, award and contracting, ensuring transparency, competitiveness, value for money and compliance with approved plans and procedures.
- Provide professional and technical advice on complex and strategically significant procurements, contract negotiations, professional opinions and other supply chain management matters.

Duties and Responsibilities
- Coordinate and oversee security and safety matters at KICD, including implementation and review of security policies, procedures, standards and operational measures.
- Develop, implement and review the Institute’s security risk management framework, disaster management and emergency preparedness programmes, and annual security audit plans.
- Conduct periodic security reviews, inspections and audits to assess compliance with established standards, identify vulnerabilities and recommend appropriate security and risk mitigation measures.

- Bachelor’s Degree in Criminology or an equivalent qualification from a recognized Institution;
- Served in the discipline forces at the rank of Inspector or an equivalent position;
- Undergone a six (6) weeks Security Investigation Course at the DCI Training School or an equivalent security training from a recognized Institution;

- Supervise the analysis and documentation of internal and external factors affecting the achievement of KICD goals and objectives and use the findings to inform strategic planning.
- Manage data analysis and coordinate the preparation, implementation and review of the Institute’s strategic plans, annual work plans and departmental plans.
- Coordinate the preparation and consolidation of the Institute’s annual budget, ensuring alignment with the Medium-Term Expenditure Framework and relevant National Government development plans.

- Cumulative service period of nine (9) years’ relevant work experience, three (3) of which must have been at the KICD Grade Six (6) Senior Planning Officer or in comparable and relevant position;
- Bachelor’s Degree in any of the following disciplines: Economics, Economics and Mathematics, Economics and Finance, Economics and Statistics or relevant and equivalent qualification from a recognized Institution;
- Management Course lasting for at least four (4) weeks from a recognized Institution;
- Membership to a relevant professional body and in good standing where applicable;
