Principal Human Resource Management And Development Officer at Kenya Institute of Curriculum Development (KICD)

Duties and Responsibilities

• Develop, implement and review Human Resource Management strategies, policies, procedures and programmes in line with the Institute’s objectives and applicable Government requirements.
• Undertake workforce planning, job analysis and review of job specifications, and provide advice on competency requirements to support effective staffing and organisational performance.
• Conduct recruitment and selection processes in accordance with approved establishment, job specifications, policies and procedures.
• Conduct training needs analysis, develop training projections and coordinate implementation of staff training and capacity development programmes.
• Coordinate staff performance management, including performance contracting, appraisal and preparation of periodic reports on performance and implementation of the Performance Contract.
• Coordinate the verification, maintenance and updating of accurate and confidential human resource records, and consolidate relevant information for payroll processing.
• Coordinate the administration of employee benefits, welfare schemes and related HR services, and provide guidance and appropriate referral on employee counselling and support services.
• Provide secretariat services to the Human Resource Advisory Committee, including preparation of agenda items, Board papers, minutes, reports and follow-up on decisions relating to human resource matters.
• Prepare periodic and ad hoc reports on human resource management activities, performance and emerging HR matters, and provide advice to Management on appropriate interventions.
• Perform any other duties and responsibilities as may be assigned by the supervisor in furtherance of the Institute’s mandate.

Requirement for Appointment

• Cumulative service period of nine (9) years relevant work experience, three (3) of which should have been in the grade of Senior Human Resource Management Officer in a comparable and relevant position;
• Bachelor’s Degree in Human Resource Management, Human Resource Development, Human Resource Planning, Commerce (HR Option), or any other relevant qualification from a recognized Institution; OR
• Bachelor’s Degree in the following disciplines: Economics, Social Sciences, Education, Public/Business Administration, Government, Commerce plus a Post Graduate Diploma in Human Resource Management/Development or equivalent qualification from a recognized Institution;
• Been registered by the Institute of Human Resource Management (IHRM) or relevant professional body and in good standing;
• Certificate in Management Course lasting not less than four (4) weeks from a recognized institution;
• Proficiency in computer application skills; and
• Shown merit and ability as reflected in work performance and results.
