Principal Supply Chain Management Officer - 1 Post at Kenya National Examinations Council (KNEC)

The duties and responsibilities of the officer will entail:

• Implementing procurement strategies, policies, and procedures;
• Implementing the annual procurement and disposal plans;
• Providing secretariat services to committees incidental to the procurement of goods and services, and disposal of assets;
• Ensuring procured goods, services, and works are as per specifications;
• Raising purchase orders for goods works and services and forwarding for approval;
• Initiating payment processing for goods, works, and services rendered and following up to ensure payment;
• Carrying out market surveys to inform procurement decisions;
• Preparing contract documents and contract modifications;
• Maintaining, safeguarding, and archiving procurement documents and records;
• Maintaining and updating the pre-qualified suppliers list and contract management register;
• Coordinating suppliers’ performance appraisals.

Person Specifications
For appointment to this grade, an officer must have:

• At least eight (8) years of cumulative relevant work experience, three (3) of which should have served at the supervisory level;
• Master’s Degree in Procurement and Logistics Management, Commerce, Business Administration (Supplies Management Option), or equivalent qualification from a recognized institution;
• Bachelor's Degree in Procurement and Logistics Management, Commerce, Business Administration (Supplies Management Option), or equivalent qualification from a recognized institution; OR Bachelor's degree plus a Post Graduate Diploma in Supplies Management/Logistics and Procurement Management from a recognized institution;
• Management Course lasting not less than four (4) weeks from a recognized institution;
• Member of Kenya Institute of Supplies Management (KISM) of good standing;
• Demonstrated merit in work performance;
• Proficiency in computer application;
• Fulfill the requirements of Chapter Six of the Constitution only for the successful applicants.
