    Programme Analyst - Ending Violence Against Women

    The Programme Analyst will play a key role in supporting the successful delivery of UN Women ESARO’s Strategic Note as it relates to the EVAW Portfolio, which includes support to disability mainstreaming and regional efforts on the Prevention of Sexual Exploitation and Abuse. The Analyst will be responsible for monitoring results achieved during implementation and ensuring appropriate application of systems and procedures in line with UN Women rules and regulations. The Programme Analyst will work closely with the EVAW Programme Specialist, EVAW Unit consultants, Regional Office and Country Office colleagues, sister UN agencies, civil society, development partners as well as other stakeholders across the region, ensuring successful UN Women ESARO implementation of its EVAW portfolio. 

    Duties and Responsibilities

    Contribute technically to the development of EVAW portfolio in the ESA Region;

    • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
    • Identify opportunities for ESARO and CO interventions on EVAW in the region based on emerging trends and practices;
    • Provide technical support to inter-agency coordination on EVAW to achieve coherence and alignment of UN Women efforts with other partners across the ESA region, including support to disability mainstreaming and regional efforts on the Prevention of Sexual Exploitation and Abuse, among other areas.
    • Provide substantive technical support to the implementation and management of the EVAW Portfolio;

    Provide technical inputs to the development and monitoring of the biannual workplan and budget;

    • Lead the implementation of programme activities as per the biannual workplan and Strategic Note;
    • Manage communication and documentation of engagement with the EVAW Reference Group, including through timely sharing of minutes from meetings, preparation of presentation and resource materials for periodic sharing with members and maintaining files;
    • Coordinate as relevant the establishment and management of partnership agreements, including development of calls for proposals, the organization of technical review committees, and capacity assessment of partners, and review and monitoring the submission of implementing partner financial and narrative reports;
    • Coordinate the selection and engagement with UNTF Grantees in ESA region.

    Provide substantive support to the management of people and finances of the ESARO EVAW Unit;

    • Monitor budget implementation and prepare budget re-alignments/ revisions, as necessary;
    • Track progress against planned expenditure, including support for procurement processes;
    • Contribute to recruitment and supervise consultants, as relevant.

    Provide substantive inputs to building partnerships and resource mobilization strategies;

    • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
    • Prepare inputs for relevant documentation such as issue summaries, meeting papers, briefing notes, talking points, and donor profiles;
    • Prepare inputs for donor briefings, partner and other public events, as delegated.
    • Draft concept notes and proposals, plan, co-facilitate and document consultative co-creation processes, as relevant.

    Provide substantive inputs to advocacy, knowledge building and communication efforts

    • Develop background documents, briefs and presentations related to EVAW in ESA region;
    • Coordinate and organize advocacy events, dialogues, trainings, workshops and knowledge products;
    • Coordinate the development and implementation of EVAW knowledge management, from generation and co-creation of knowledge on EVAW, exchange and uptake of knowledge on EVAW across ESA.

    Required Skills and Experience

    Education and Certification:

    • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required; 
    • A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree. 

    Experience:

    • At least 2 years of progressively responsible work experience in EVAW programme/project development, implementation, coordination, monitoring and evaluation, donor reporting and capacity development;
    • Demonstrated understanding of evidence-based approaches to EVAW;
    • Experience coordinating and liaising with regional bodies, CSOs and/or donors is an asset;
    • Experience with preparation of research and analysis on EVAW is an asset;
